One l, 1 of those is the operating program criteria, composed of five subsections including operat, ing organization and operating budget,, These are two major policy areas requiring additional guidance from the Council. 1.1 Operating Organization - This is, a difficult area and the committee has had considerable discussion in reviewing alternatives, At one end of the spectrum of possibilities would be the establishment of a separate operating organization, such as a metropolitan board, with the City having no, responsibility for operating or management.
