REQUEST FOR COUNCIL ACTION <br />W <br />Date: 03/28/2011 <br />Item No.: 7 - f <br />City Manager Approval <br />Item Description: Amendment to 2009 JAG Recovery Grant Agreement <br />11 BACKGROUND <br />2 In 2009, the Roseville Police Department was awarded $,400,032 through the 2009 American <br />3 Recovery and Reinvestment (ARRA), Edward Byrne Memorial Justice Assistance grant (JAG) <br />4, program to purchase a new records management system (RMS), field reporting system and other <br />5 required supporting components to utilize the new systems to their fullest extent. This grant <br />6 would then be monitored through the State of Minnesota Office of Justice Programs. <br />"7 <br />8 In September of 2009 the Roseville City approved the grant agreement thereby allowing the <br />9 Department to receive the grant funds. The original grant agreement allowed for expenditure of <br />110 grant funds from October 1, 2009 to September 30, 2011. <br />11 <br />12 The Department moved ahead and purchased an RMS and field reporting system from its <br />13 recommended vendor, Law Enforcement Technology Group (LETG), and implemented the <br />14, product in June of 20 10. The Department has been very satisfied with LETG's product and <br />15 support. <br />116 <br />1 7 The Department has enough remaining grant funds to pay for LETG's support and maintenance <br />11 111""":1'11 fees for 2011; however, in order to be able to do so the Department has requested that the State <br />119 extend the grant period to December 31, 2011. The State has agreed to the change but is <br />20 requesting an amendment stating such to the original agreement. <br />21 POLICY OBJECTIVE <br />22 The approved grant agreement amendment will allow the Roseville Police Department to fully <br />23 expend the original grant funding of $,400,032. The amended agreement requires the signature of <br />24, the Mayor and City Manager. <br />25 BUDGET IMPLICATIONS <br />26 Using grant funds to pay the LETG's support and maintenance costs saves the City <br />27 $,45,678.56 and completely covers the 2011 support and maintenance cost fees. <br />28 STAFF RECOMMENDATION <br />29 The police department is recommending approval of the grant agreement amendment that will <br />30 allow the Roseville Police Department to fully expend the original grant funding of $,400,032. <br />Page I of 2 <br />
