This is established using the existing trips generated by the last land use for <br />36 the parcels. <br />37 We have asked SRF Consulting to develop a revised Figure 21 that shows how the inclusion of this <br />3, 2030 background traffic and base line traffic would alter the cost allocation amounts. <br />39 The City Attorney has drafted an ordinance that will create a Twin Lakes Zoning Overlay District to <br />4 implement the mitigation measures identified in the Twin Lakes AUAR (which includes the <br />°11 construction of infrastructure). The proposed ordinance identifies the Twin Lakes Infrastructure <br />42 Improvement Report as the method of identifying a property owner's obligation for infrastructure <br />43 investment. The ordinance lays out development limitations for property within the Twin Lakes <br />44 Overlay District based on pre-existing network trips. The ordinance does not allow for development on <br />45 a parcel beyond the pre-existing network trips unless 1), the property owner enters into a voluntary <br />46 development agreement with the City that would include payment for the construction of the <br />47 infrastructure; 2), the property owner makes other arrangements satisfactory to the City for the <br />48 construction and payment of the infrastructure; or 3), the property owner waits until all infrastructure is <br />49 in place and paid for before redeveloping their parcel. <br />5o The Twin Lakes Overlay District also requires compliance with the other mitigation requirements <br />�'i identified in the Twin Lakes AUAR. Staff brought the proposed ordinance to the September 7th <br />52 Planning Commission Meeting. <br />53 POLICY OBJECTIVE <br />54 The intent of the Infrastructure Study was to allocate public improvement costs related to <br />55 redevelopment in the Twin Lakes area. This is the annual update of this study that incorporates the <br />56 actual Twin Lakes Infrastructure Phase 2 costs and distributes them consistent with the methodology in <br />�' ��7 the original report. <br />58 FINANCIAL IMPACTS <br />59 The "Infrastructure Improvements for the Twin Lakes AUAR Area- Final Report"' estimates each <br />6('_-) parcel's obligation for its share of costs for the public infrastructure construction to mitigate <br />6'i environmental impacts.
