similar variety to the existing evergreens should be planted in the area indicated on <br />the site plan to further screen the nearby residential properties. <br />5.1 Although a site plan was submitted with this application, it essentially only indicated the <br />proposed locations of the menu board and pick-up window; Planning Division staff has <br />prepared a site plan, which included with this staff report as Attachment C,, that illustrates <br />vehicle circulation patterns that appear to minimize the instances where vehicles would <br />need to cross the path of other drive-through traffic. The site plan also indicates likely <br />locations for on-site directional signage and repainting of lines on the pavement to better <br />direct motorists to approach the menu board from the north. <br />5.2 Roseville's Development Review Committee, a body comprising staff from various City <br />departments,, met on August I I th to review and discuss the proposal. The main comments <br />which have not been addressed above are as follows.- <br />a. A building permit is required for the parking lot re-stripping and window. <br />b. Any lighting added should be downcast,, in compliance with zoning standards. <br />5.3 Review of the proposed drive-through facility against the CONDITIONAL USE standards <br />and criteria leads Planning Division staff to conclude that the use can meet all pertinent <br />requirements. Some of the requirements (e.g., speaker box volume, on-site circulation, <br />etc) will necessitate ongoing verification and the DRC's comments pertain to City Code <br />requirements that must be met in order to receive the permits to begin construction. <br />6.0 PUBLIC COMMENT <br />The duly-noticed public hearing for the CONDITIONAL USE application was held by the <br />Planning Commission on September 7, 2011. Draft minutes of the public hearing were <br />not yet available at the time this report was written,, but one nearby, Transit Avenue <br />resident expressed concerns about traffic at the site; the general consensus of the <br />Planning Commissioners was that a busy drive-through facility might create on-site <br />circulation issues which would need to be addressed as such issues arose,, but that off-site <br />traffic related to the proposed drive-through shouldn't be dramatically greater than <br />another permitted retail use. At the time this report was prepared, Planning Division staff <br />has received no other comments or questions about the proposal from members of the <br />public. <br />7.0 RECOMMENDATION <br />Based on the comments and findings outlined in Sections 4�-6 of this report, the Planning <br />Division concurs with the recommendation of the Planning Commission to approve the <br />proposed CONDITIONAL USE pursuant to § 1004.07 and § 1009.02 of the Roseville City <br />Code,, with the following conditions.- <br />a. The applicant shall work with staff to address queuing of drive-through customers <br />and internal circulation within the site when permits are issued and if problems <br />develop in the future; and <br />b. The applicant shall plant a variety of evergreen trees similar to the existing trees on <br />the property to screen the drive-through facility from the residential properties across <br />the wetland. The trees shall be located between the western edge of the drive lane <br />behind the strip center and the western property boundary, corresponding <br />approximately to the southernmost 75 feet of the adjacent residential property (i.e., <br />PFI 1 -�02 I—RCA-092611 (3).doe <br />Page 4 of 5 <br />
