Planning Commission Meeting <br />Minutes – Wednesday, February 02, 2011 <br />Page 8 <br />1004 – Residential Districts (Attachment C – Page 1 of 2) <br />357 <br />Mr. Lloyd noted the revisions related to design guidelines on garages, with no changes to <br />358 <br />requirements, but providing further clarification; and reviewed subtle distinctions in those <br />359 <br />revisions and references, which will be further detailed in sidebar comments for <br />360 <br />illustrative purposes once the Sections are formatted. <br />361 <br />Discussion included identifying primary building face terminology and intent; how <br />362 <br />objective staff determines could be related to predominant design, whether interpreted by <br />363 <br />size, visual aesthetic or both; and consistency of requests fielded by staff for front façade <br />364 <br />home improvements. <br />365 <br />Member Boerigter reminded staff of his ongoing lack of support for sidebar illustrations <br />366 <br />that could be interpreted as proscriptive rather than simply serving as examples. <br />367 <br />Table of Uses – Table 1004-6 – Attachment C (Page 2 of 2) <br />368 <br />Mr. Lloyd noted corrections to setback requirements, and addition of a footnote for further <br />369 <br />clarification and providing more flexibility in HDR-2 Districts upon review and approval by <br />370 <br />the Planning Commission and City Council. <br />371 <br />Table 1005-1 – Attachment D (2 pages) <br />372 <br />Mr. Lloyd noted the only change on page 2 under “Nursing Home, Assisted Living <br />373 <br />Facility” uses that had inadvertently been omitted between various drafts. <br />374 <br />Discussion included future amendments coming forward for further refinement of <br />375 <br />daycares and similar facilities depending on their size as to where permitted uses; and <br />376 <br />separate and distinct consideration of dormitories that have greater impacts due to <br />377 <br />vehicle traffic versus a Nursing Home or similar use when many of those residents would <br />378 <br />not be driving. <br />379 <br />1008 – Park and Recreation District (Attachment E) <br />380 <br />Mr. Lloyd reviewed formatting changes and reorganization of this Section similar to the <br />381 <br />formatting and structure of other chapters; as well as renaming “Allowed Uses.” <br />382 <br />1009 – Procedures (Attachment F) <br />383 <br />Mr. Paschke noted that, when originally drafting this section, a separate listing had been <br />384 <br />used for “Nursing Homes” from “Assisted Living Facilities” and should have been <br />385 <br />combined. <br />386 <br />1017 – Shoreland, Wetland and Storm Water Management (Attachment G) (9 pages) <br />387 <br />Mr. Lloyd noted changes were predicated on implementation of the new Zoning Code <br />388 <br />and removing references to PUD’s; as well as changing the enforcement language to be <br />389 <br />consistent; with other revisions basically created through inadvertent errors and <br />390 <br />emissions and renumbering sections after striking out those areas specific to PUD’s. <br />391 <br />Commissioners noted the need to correct the identification in the Shoreland Classification <br />392 <br />Table for McCarron’s Lake and Lake Owasso. <br />393 <br />1019 - Parking and Loading Areas (Attachment H) <br />394 <br />Mr. Lloyd noted the minor revision was simply for consistency with other sections. <br />395 <br />Chair Boerigter opened the Public Hearing for PROJECT FILE 0017 at 8:21 p.m. <br />396 <br />Public Comment <br />397 <br />Dick Klick, 2099 Fairway South <br />398 <br />Mr. Klick spoke to garage setback requirements, using his neighborhood as an example <br />399 <br />and questioning the rationale for such a requirement. <br />400 <br />Chair Boerigter reviewed the majority’s rationale in encouraging pedestrian-friendly <br />401 <br />building fronts for future residential neighborhoods, reiterating his lack of support for the <br />402 <br />requirement and in agreement with Mr. Klick. <br />403 <br />Discussion ensued regarding various scenarios for remodeling or changing existing <br />404 <br />structures and how to comply with this new requirement; thresholds that would trigger <br />405 <br /> <br />
