Planning Commission Meeting <br />Minutes – Wednesday, February 02, 2011 <br />Page 9 <br />compliance based on various factors; and current State Statute provisions addressing the <br />406 <br />need to rebuild structures that are currently non-conforming. <br />407 <br />Chair Boerigter noted that the intent of the design standards was to create streets that <br />408 <br />were pleasant and inviting, and emphasized the living area as the primary function of the <br />409 <br />building for residential use. <br />410 <br />Mr. Lloyd advised that this viewpoint was initiated through the public comment and <br />411 <br />vetting during the Imagine Roseville 2025 community visioning process and the <br />412 <br />Comprehensive Plan Update process for pedestrian-friendly streets and the vision of this <br />413 <br />requirement was to accomplish that goal. <br />414 <br />Mr. Klick opined that his neighborhood would be more pedestrian-friendly if it had <br />415 <br />streetlights. <br />416 <br />Chair Boerigter closed the Public Hearing at 8:27 p.m. <br />417 <br />MOTION <br />418 <br />Member Wozniak moved, seconded by Member Gottfried to RECOMMEND TO THE <br />419 <br />CITY COUNCIL APPROVAL of amendments to Chapter 1001 INTRODUCTION <br />420 <br />(Attachment A); Chapter 1002 ADMINISTRATION AND ENFORCEMENT (Attachment <br />421 <br />B); Chapter 1004 RESIDENTIAL DISTRICTS (Attachment C, including Dimensional <br />422 <br />Standards Table 1004.6); Chapter 1005 COMMERCIAL AND MIXED-USE DISTRICTS <br />423 <br />- TABLE 1005-1 (Attachment D); Chapter 1008 PARK AND RECREATION DISTRICT <br />424 <br />(Attachment E); Chapter 1009 PROCEDURES (Attachment F); Chapter 1017 <br />425 <br />SHORELAND, WETLAND AND STORM WATER MANAGEMENT (Attachment G); <br />426 <br />and Chapter 1019 PARKING REGULATIONS (Attachment H) of Roseville City Code, <br />427 <br />as presented on February 2, 2011; and based on comments in Sections 4 – 13 of <br />428 <br />the Request for Planning Commission Action dated February 2, 2011. <br />429 <br />Ayes: 5 <br />430 <br />Nays: 0 <br />431 <br />Motion carried. <br />432 <br />6. Elect Interim Vice Chair (until April 2011 Meeting) <br />433 <br />MOTION <br />434 <br />Member Wozniak moved, seconded by Member Gottfried the nomination of Member John <br />435 <br />Gisselquist as Interim Vice Chair, and that nominations cease. <br />436 <br />Mr. Paschke advised that Commissioner terms ended March 31, 2011, and it was anticipated that <br />437 <br />three (3)) additional Commissioners would be appointed by the City Council at that time to fill <br />438 <br />vacancies and ensure a quorum. <br />439 <br />Member Gisselquist agreed to serve as Vice Chair on an interim basis. <br />440 <br />Ayes: 5 <br />441 <br />Nays: 0 <br />442 <br />Motion carried. <br />443 <br />7.
