Planning Commission Meeting <br />Minutes – Wednesday, March 02, 2011 <br />Page 14 <br />County Road C2 go through; and related correspondence resulting in withdrawal of the <br />664 <br />petition. <br />665 <br />Mr. Carrier advised that he had previously spoken to City Engineer Bloom regarding <br />666 <br />storm water runoff concerns; and had one additional question related to whether <br />667 <br />additional storm water runoff from the street tot eh catch basin would eventually run into <br />668 <br />the holding pond on the corner of County Road C2. <br />669 <br />Ms. Bloom responded negatively, but deferred a more detailed response to the <br />670 <br />developer’s consulting engineer, Mr. Wicklund. <br />671 <br />Mr. Carrier noted that the area drained into Little Lake Josephine, and if the corner lot <br />672 <br />was for a holding pond, it would serve to increase the amount of sand, salt and fertilizer <br />673 <br />already draining into it over the years. Mr. Carrier questioned how often holding ponds <br />674 <br />were dredged out to remove that sediment to avoid build up and drainage into Lake <br />675 <br />Josephine and further deteriorating its water quality. <br />676 <br />Mr. Carrier wished the developer well in building and selling homes in the current market. <br />677 <br />Mr. Carrier questioned how the plat could represent a Preliminary and FINAL plat on the <br />678 <br />same page. <br />679 <br />Mr. Karri Sundstrom, 1160 County Road C2 <br />680 <br />Mr. Sundstrom observed that residents along County Road C2 and Josephine Road <br />681 <br />continued to have this ongoing dispute; and questioned why another road from Lexington <br />682 <br />Avenue through the proposed development would not solve the problem. <br />683 <br />City Engineer Bloom advised that it was a safety issues, and was based on standard <br />684 <br />access safety guidelines. <br />685 <br />Jo Schwiff, 1233 Josephine Road <br />686 <br />Ms. Schwiff asked that the developer provide their intent for the huge berm currently <br />687 <br />across from Lexington Avenue, and whether that would be scaled back or what it would <br />688 <br />look like aesthetically from the perspective of the development as well as from Lexington <br />689 <br />Avenue and Josephine Road. <br />690 <br />Catharina Field, 1136 County Road C2 <br />691 <br />Ms. Field expressed appreciation in the City listening to public comment. Ms. Field <br />692 <br />expressed her major concern being that of drainage from the lakes to the apartment <br />693 <br />building complex; and expressed hope that the developer took that into consideration. <br />694 <br />Ms. Field opined that she didn’t see any issue with the overall development other than <br />695 <br />traffic; and noted that Josephine Road residents were not the only ones that would be <br />696 <br />impacted by increased traffic, but that the homes in the cul-de-sac would also be <br />697 <br />impacted. However, Ms. Field opined that she didn’t see any benefit in opening up <br />698 <br />County Road C2. <br />699 <br />Zoe Jenkins, 2930 Fernwood (repeat speaker) <br />700 <br />Ms. Jenkins expressed her appreciation to see Fernwood coming out on the east side of <br />701 <br />the cul-de-sac, while expressing some concern with traffic impacts to her lot personally, <br />702 <br />opining that Merrill and Fernwood would really be impacted as she suspected more <br />703 <br />people would access the development off Lexington from County .Road C2 than <br />704 <br />Josephine Road. Ms. Jenkins, in addressing her friends on Josephine Road, noted that <br />705 <br />she had signed their petition in support of keeping the cul-de-sac on County Road C2; <br />706 <br />and continued to support keeping it blocked. <br />707 <br />Ms. Jenkins expressed appreciation to the developer on the proposed plan, even with the <br />708 <br />loss of the woods; however, she reiterated her drainage concerns. <br />709 <br />Bill Samayou, 2870 Fernwood <br />710 <br />Mr. Samayou noted the perennial problem on County Road C2 on the south side with <br />711 <br />traffic coming over the hill at a high rate of speed, and resulting accidents. Mr. Samayou <br />712 <br />suggested that traffic engineers address that slope. <br />713 <br /> <br />
