Planning Commission Meeting <br />Minutes – Wednesday, March 02, 2011 <br />Page 9 <br />Ms. Bloom, when asked about the tree preservation application, deferred to the expertise <br />409 <br />of the Community Development Department staff, noting that this was staff’s first <br />410 <br />application of that recently-adopted ordinance. <br />411 <br />Applicant Representative, Marv McDaris, Chief Manager with Pulte Homes, (7500 <br />412 <br />Office Ridge, Eden Prairie, MN) <br />413 <br />Mr. McDaris advised that they were in concurrence with staff’s written and verbal reports. <br />414 <br />Mr. McDaris advised that he was available at tonight’s meeting to address any comments <br />415 <br />and questions of the Commission and/or public, along with the Developer’s Consulting <br />416 <br />Engineer, Clark Wicklund, and their Environmental Engineer Jeremy Deer. <br />417 <br />Unrelated to this land use review, Member Wozniak asked if the developer had <br />418 <br />established a price range for the homes in this development. <br />419 <br />Mr. McDaris noted that the developer had yet to close on the property, and hoped to do <br />420 <br />so this spring and begin development with anticipated development in late summer. Mr. <br />421 <br />McDaris anticipated initial construction of homes in late summer, with the first ones <br />422 <br />completed in the fall for their inclusion in the fall Parade of Homes event, with an <br />423 <br />approximate value starting in the low $400,000’s. Mr. McDaris noted that while the <br />424 <br />developer was still in the process of reviewing floor plans, they would conform to all City <br />425 <br />building ordinances and architectural requirements, and their finished area would be <br />426 <br />between 2,400 and 3,000 square feet, not counting basements, which would be included. <br />427 <br />Public Comment <br />428 <br />Written comment via e-mail was received from several residents (mostly expressing <br />429 <br />concern with additional traffic on Josephine Road and supporting opening up of County <br />430 <br />Road C2) with those comments provided by staff as a bench handout, attached hereto <br />431 <br />and made a part hereof. <br />432 <br />Stuart Schwiff, 1233 Josephine Road <br />433 <br />Mr. Schwiff had submitted written comments, provided as a bench handout at tonight’s <br />434 <br />meeting, supporting opening County Road C2 to allow efficient use and eliminate <br />435 <br />additional traffic demands of Josephine Road and to address additional traffic burdens in <br />436 <br />this area of Roseville. <br />437 <br />Mr. Schwiff addressed his issues concerning the cumulative impacts of the proposed <br />438 <br />development and developments over the last thirty (30) years in the County Road C2 <br />439 <br />area. Mr. Schwiff addressed future development by Presbyterian Homes at Hamline <br />440 <br />Center into a senior living complex, including small retail stores on the lower level. Mr. <br />441 <br />Schwiff noted other developments in the past few years and those proposed, including <br />442 <br />Applewood Pointe, mid-level townhomes adjacent to Autumn Grove Park, and sites <br />443 <br />targeted for townhomes and/or multiple family homes south of this property. <br />444 <br />Mr. Schwiff advised that he had served on the 2030 Comprehensive Plan Update <br />445 <br />Committee, and noted the 2006 transportation plan showing 2,500 cars along Josephine <br />446 <br />Road. Mr. Schwiff reiterated the near fatal incidents he had observed with children <br />447 <br />waiting for buses and vehicles traveling too fast. Mr. Schwiff referenced the traffic <br />448 <br />forecasts in 2006 at 2,500 to the 2030 forecast at 6,500 vehicles, and opined that County <br />449 <br />Road C2 needed to be opened to share that traffic volume. <br />450 <br />Mr. Schwiff noted that another benefit of opening County Road C2 would be to meet the <br />451 <br />goals of the 2030 Plan to maximize current usage of existing roadways. <br />452 <br />Wendell Smith, 1210 Josephine Road <br />453 <br />Mr. Smith had submitted his written comments that were provided as a bench handout for <br />454 <br />tonight’s meeting expressing his concerns related to traffic, suggesting a signalized <br />455 <br />intersection at County Road C2 and Lexington Avenue; and opening up County Road C2. <br />456 <br />Mr. Smith reviewed roadway changes to Josephine Road and parking areas and <br />457 <br />questioned its width compared to County Road C2. <br />458 <br /> <br />
