PLANNING FILE 11-006
59
Request by Charles Jungmann for approval of a MINOR SUBDIVISION creating one
60
(1) additional residential parcel at 2220 Acorn Road
61
Chair Boerigter opened the Public Hearing at 5:47 p.m. and City Planner Paschke
62
explained that this item had been included on tonight’s Planning Commission agenda in
63
error, that no public comment would be taken at this time, and that new published and
64
mailed post card notices would be reissued for a Public Hearing to be heard before the
65
City Council at a later date. PLANNING FILE 11-007
67
Request by Derek Thorson for approval of an ACCESSORY DWELLING UNIT (ADU)
68
as a CONDITIONAL USE at 3091 Fairview Avenue
69
Chair Boerigter opened the Public Hearing at 5:47 p.m.
70
Associate Planner Bryan Lloyd reviewed the request of Mr. Thorson, as detailed in the
71
Request for Planning Commission Action (RPCA) dated April 6, 2011, to finish the space
72
above an attached garage for use as a master suite and, initially, as an ADU, if approved
73
as a CONDITIONAL USE. Mr. Lloyd noted that even though the applicant’s immediate
74
plans are to finish the space above the garage and rent it to a college student relative,
75
the space was eventually intended to become the “master suite” for the residence.
76
Staff recommended approval of the proposed ADU as a CONDITIONAL USE at 3091
77
Fairview Avenue; based on the comments and findings of Sections 4-6, and the
78
recommendation of Section 7 of the RPCA dated April 6, 2011.
79
Discussion among Commissioners and staff included the requirement for a unique
80
address identifier for this and similar ADU’s and how such units would be identified by
81
emergency and 9-1-1 dispatch personnel; rationale of the Development Review
82
Committee (DRC) for their recommendations based on the rental or occupied status of an
83
ADU; Project File 0017 to be heard next related to this issue and the proposed TEXT
84
AMENDMENT addressing unique addresses for ADU’s; tracking of ADU’s for the City’s
85
rental registration data; residency limits; and size limit of 600 square feet.
86
The applicant was not present at tonight’s meeting.
87
Public Comment
88
Chair Boerigter closed the Public Hearing at 5:57 p.m.; no one spoke for or against
89
Member Gisselquist spoke in support of this request.
90
MOTION
91
Member Gisselquist moved, seconded by Member Cook to RECOMMEND
92
APPROVAL of the proposed accessory dwelling unit as a CONDITIONAL USE at
93
