From the Public (Public Comment on items not on the agenda) <br />46 <br />No one from the public spoke at this time. <br />47 <br />b. From the Commission or Staff <br />48 <br />Mr. Paschke announced the annual joint meeting of the City Council and Planning <br />49 <br />Commission scheduled for May 9, 2011 at 6:00 p.m. and encouraged all members to <br />50 <br />attend. <br />51 <br />Mr. Paschke announced the periodic Ethics Training for the City of Roseville elected and <br />52 <br />appointed officials, as well as staff, scheduled for April 14, 2011 at 5:00 p.m. at City Hall, <br />53 <br />and requested that all Planning Commissioners to attend. <br />54 <br />6. Public Hearings <br />55 <br />Chair Boerigter reviewed the purpose and process for public hearings before the Planning <br />56 <br />Commission. Chair Boerigter amended the Agenda to address Item 6e as the first order of <br />57 <br />business. <br />58 <br />e. PLANNING FILE 11-006 <br />59 <br />Request by Charles Jungmann for approval of a MINOR SUBDIVISION creating one <br />60 <br />(1) additional residential parcel at 2220 Acorn Road <br />61 <br />Chair Boerigter opened the Public Hearing at 5:47 p.m. and City Planner Paschke <br />62 <br />explained that this item had been included on tonight’s Planning Commission agenda in <br />63 <br />error, that no public comment would be taken at this time, and that new published and <br />64 <br />mailed post card notices would be reissued for a Public Hearing to be heard before the <br />65 <br />City Council at a later date. Chair Boerigter closed the Public Hearing at 5:47 p.m. <br />66 <br />a. PLANNING FILE 11-007 <br />67 <br />Request by Derek Thorson for approval of an ACCESSORY DWELLING UNIT (ADU) <br />68 <br />as a CONDITIONAL USE at 3091 Fairview Avenue <br />69 <br />Chair Boerigter opened the Public Hearing at 5:47 p.m. <br />70 <br />Associate Planner Bryan Lloyd reviewed the request of Mr. Thorson, as detailed in the <br />71 <br />Request for Planning Commission Action (RPCA) dated April 6, 2011, to finish the space <br />72 <br />above an attached garage for use as a master suite and, initially, as an ADU, if approved <br />73 <br />as a CONDITIONAL USE. Mr. Lloyd noted that even though the applicant’s immediate <br />74 <br />plans are to finish the space above the garage and rent it to a college student relative, <br />75 <br />the space was eventually intended to become the “master suite” for the residence. <br />76 <br />Staff recommended approval of the proposed ADU as a CONDITIONAL USE at 3091 <br />77 <br />Fairview Avenue; based on the comments and findings of Sections 4-6, and the <br />78 <br />recommendation of Section 7 of the RPCA dated April 6, 2011. <br />79 <br />Discussion among Commissioners and staff included the requirement for a unique <br />80 <br />address identifier for this and similar ADU’s and how such units would be identified by <br />81 <br />emergency and 9-1-1 dispatch personnel; rationale of the Development Review <br />82 <br />Committee (DRC) for their recommendations based on the rental or occupied status of an <br />83 <br />ADU; Project File 0017 to be heard next related to this issue and the proposed TEXT <br />84 <br />AMENDMENT addressing unique addresses for ADU’s; tracking of ADU’s for the City’s <br />85 <br />rental registration data; residency limits; and size limit of 600 square feet. <br />86 <br />The applicant was not present at tonight’s meeting. <br />87 <br />Public Comment <br />88 <br />Chair Boerigter closed the Public Hearing at 5:57 p.m.; no one spoke for or against <br />89 <br />Member Gisselquist spoke in support of this request. <br />90 <br />MOTION <br />91 <br />Member Gisselquist moved, seconded by Member Cook to RECOMMEND <br />92 <br />APPROVAL of the proposed accessory dwelling unit as a CONDITIONAL USE at <br />93 <br /> <br />
