Call to Order <br />1 <br />Chair Daniel Boerigter called to order the regular meeting of the Planning Commission meeting at <br />2 <br />approximately 6:30 p.m. and reviewed the role and purpose of the Planning Commission. <br />3 <br />2. Roll Call & Introductions <br />4 <br />City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: Chair Daniel Boerigter; and Members Joe Wozniak; John Gisselquist; <br />6 <br />Michael Boguszewski; Jeff Lester; and Joe Wozniak <br />7 <br />Members Excused: Member Glenn Cook <br />8 <br />Staff Present: City Planner Thomas Paschke; Community Development Director Patrick <br />9 <br />Trudgeon; City Engineer Debra Bloom; and City Attorney Charley <br />10 <br />Bartholdi <br />11 <br />3. Review of Minutes <br />12 <br />MOTION <br />13 <br />Member Boerigter moved, seconded by Member Gisselquist to approve regular meeting <br />14 <br />minutes of August 3, 2011 as presented. <br />15 <br />Ayes: 5 <br />16 <br />Nays: 0 <br />17 <br />Motion carried. <br />18 <br />Member Peter Strohmeier arrived at this time, approximately 6:34 p.m. <br />19 <br />4. Public Hearings <br />25 <br />Chair Boerigter reviewed the purpose and process for public hearings held before the Planning <br />26 <br />Commission. <br />27 <br />PLANNING FILE 11-021 <br />a. <br />28 <br />Request by ACR Homes for approval of a drive-through facility as a CONDITIONAL <br />29 <br />USE for a coffee shop at 2437 Rice Street <br />30 <br />Chair Boerigter opened the Public Hearing at 6:35 p.m. <br />31 <br />City Planner Thomas Paschke summarized the request of ACR Homes, owner of the <br />32 <br />strip mall at 2435 – 2459 Rice Street, for approval of a drive-through facility as a <br />33 <br />CONDIITONAL USE behind the strip center just north of Steichen’s Sporting Goods, <br />34 <br />pending approval of this drive-through request as a CONDITIONAL USE; and as detailed <br />35 <br />in the Request for Planning Commission Action dated September 7, 2011. <br />36 <br />Mr. Paschke reviewed the specific criteria considered for this use, as detailed in Section <br />37 <br />5.2 of the staff report; noting that criteria 5.2.g was not an applicable requirement for this <br />38 <br />request as business uses lie directly west and south of the proposed drive-through facility <br />39 <br />and the nearby residential property is presently screened with closely-spaced evergreen <br />40 <br />trees that are sufficient in height and density to provide sufficient buffering. Since the <br />41 <br />drive-through facility, as proposed, could end up exposed to some residences across the <br />42 <br />wetland, staff suggested additional evergreen trees of the same or similar variety to those <br />43 <br />existing trees be planted in the area indicated on the site plan to provide further <br />44 <br />screening from those residential properties. <br />45 <br /> <br />
