Regular Planning Commission Meeting <br />Minutes – Wednesday, September 7, 2011 <br />Page 17 <br />Member Boguszewski stated that he would rely on staff and the City Attorney to revise <br />791 <br />and soften that language as appropriate. <br />792 <br />MOTION <br />793 <br />Member Boerigter moved, seconded by Member Boguszewski to RECOMMEND TO <br />794 <br />THE CITY COUNCIL approval of the proposed Twin Lakes Overlay District Zoning <br />795 <br />Ordinance; as detailed in the Request for Planning Commission Action dated <br />796 <br />September 7, 2011; <br />as amended at the discretion of staff and the City Attorney <br />797 <br /> <br />before proceeding to the City Council, as follows: <br />798 <br /> <br /> Line 288: Strike language “materials dumped” <br />799 <br /> <br /> Lines 344-346: soften language with “as appropriate” when dealing with the <br />800 <br />2001 Master Plan <br />801 <br /> <br /> Definition Section: adding or clarifying “block” and “parcel” as synonymous <br />802 <br /> <br /> Lines 67-69: Reviewing and incorporating suggested language of Member <br />803 <br />Wozniak in defining “Network Trips” <br />804 <br /> <br /> Stormwater Management (lines 344-347): strike language, as it is addressed in <br />805 <br />the City’s Surface Water Management Plan <br />806 <br />Ayes: 5 <br />807 <br />Nays: 1 (Strohmeier) <br />808 <br />Motion carried. <br />809 <br />City Engineer Bloom advised that this item would be heard by the City Council at their <br />810 <br />September 26, 2011 regular business meeting for discussion purposes only, not for <br />811 <br />formal action at that particular meeting. <br />812 <br />PROJECT FILE 0017 <br />d. <br />813 <br />Request by Roseville City Staff for approval of a ZONING TEXT AMENDMENT to <br />814 <br />relocate regulations pertaining to erosion and sedimentation control out of Title 10 <br />815 <br />(Zoning) and into Title 8 (Public Works) <br />816 <br />Chair Boerigter opened the Public Hearing at 8:44 p.m. <br />817 <br />City Planner Thomas Paschke summarized the staff request, as detailed in Section 1.0 of <br />818 <br />the Request for Planning Commission action dated September 07, 2011; to relocate <br />819 <br />existing erosion and sedimentation control requirements from Zoning Ordinance, Chapter <br />820 <br />1018 to Chapter 800 (specifically 803.04), with the zoning code amended to eliminate in <br />821 <br />its entirety this section of requirements. <br />822 <br />Member Gisselquist questioned whether the Public Works, Environment and <br />823 <br />Transportation (PWET) Commission had reviewed the proposed revisions. <br />824 <br />City Engineer Debra Bloom advised that PWET Commission had been reviewing the <br />825 <br />various sections and documents for almost a year; and that the City Council had also had <br />826 <br />a preliminary presentation. Ms. Bloom advised that, based on their review and direction, it <br />827 <br />was now appropriate for presentation to the Planning Commission for recommendation to <br />828 <br />the City Council for action at their October 10, 2011 meeting for formal adoption in <br />829 <br />Chapter 803; with Section 800 related to storm water requirements. <br />830 <br />City Attorney Bartholdi left at this time, approximately 8:47 p.m. <br />831 <br />City Engineer Bloom reviewed the purpose of a erosion and sedimentation control <br />832 <br />ordinance (Attachment A) for the City of Roseville as an MS4 permit holder; and the <br />833 <br />requirements of the Minnesota Pollution Control Agency (MCA) to develop and <br />834 <br />implement Stormwater Pollution Prevention Program (SWPPP) measures and annual <br />835 <br />review and reporting, as addressed in Attachment A. <br />836 <br />Ms. Bloom noted that the MPCA performed an audit during 2011 of the City of Roseville, <br />837 <br />and indicated that the City needed to strengthen its existing ordinance as it related to <br />838 <br /> <br />
