Regular Planning Commission Meeting <br />Minutes – Wednesday, September 7, 2011 <br />Page 18 <br />fines; with the City’s previous policy and goals to fix problems as they were found, not to <br />839 <br />fine for lapses in erosion and sedimentation control. <br />840 <br />At the request of Member Boguszewski as to who would be the monitoring and <br />841 <br />enforcement authority under revised ordinance, Ms. Bloom advised that it had been and <br />842 <br />would continue to be the City’s Public Works Department. <br />843 <br />Member Boguszewski observed that it was therefore not necessary for the Planning <br />844 <br />Commission to concern itself too much with the proposed ordinance content, to which <br />845 <br />Ms. Bloom responded that the PWET Commission had already gone through the <br />846 <br />proposed ordinance frequently and line by line; noting that the PWET Commission had <br />847 <br />several storm water professionals serving in an advisory role on the PWET Commission. <br />848 <br />City Planner Paschke advised that the Planning Commission was only being advised of <br />849 <br />the relocation of the language provisions; and that it had no removal/approval authority, <br />850 <br />only that of making recommendations to the City Council. Mr. Paschke advised that the <br />851 <br />purpose tonight was to hold the Public Hearing; and advised that the City Council would <br />852 <br />approve revised language and elimination and new locations as applicable. <br />853 <br />Chair Boerigter closed the Public Hearing at 8:52 p.m.; with no one appearing for or <br />854 <br />against. <br />855 <br />MOTION <br />856 <br />Member Gisselquist moved, seconded by Member Wozniak to RECOMMEND TO <br />857 <br />THE CITY COUNCIL approval of ZONING TEXT AMENDMENT to relocate <br />858 <br />regulations pertaining to erosion and sedimentation control out of Title 10 (Zoning) <br />859 <br />and into Title 8 (Public Works); as detailed in the Request for Planning <br />860 <br />Commission Action dated September 7, 2011; thus eliminating the Erosion and <br />861 <br />Sedimentation Control requirements located within Chapter 1018 of the Roseville <br />862 <br />Zoning Ordinance. <br />863 <br />Ayes: 6 <br />864 <br />Nays: 0 <br />865 <br />Motion carried. <br />866 <br />6. Adjourn <br />867 <br />Chair Boerigter adjourned the meeting at approximately 8:54 p.m. <br />868 <br />
