HRA Meeting <br />Minutes – August 16, 2011 <br />Page 2 <br />1 <br />thing; however, it precluded the HRA from qualifying for many federal programs that could <br />2 <br />provide housing assistance funding. <br />3 <br />4 <br />Chair Maschka sought additional information from Executive Director Trudgeon on the <br />5 <br />proposed joint discussion among HRA Commissioners and City Councilmembers on long- <br />6 <br />range planning. <br />7 <br />8 <br />Executive Director Trudgeon advised that the joint long-range planning meeting had been <br />9 <br />scheduled at the City Council’s regular September 19, 2011 meeting, allowing for a broad- <br />10 <br />based discussion with Department Heads, and including the Community Development <br />11 <br />Department and HRA. Mr. Trudgeon advised that the focus of the meeting was to brainstorm <br />12 <br />ideas to position the community to better take advantage of redevelopment opportunities and to <br />13 <br />maximize its tax capacity; to discuss economic development and housing strengths and <br />14 <br />weaknesses, and what to pursue related to both of those issues. Mr. Trudgeon suggested <br />15 <br />options that could include more recruitment of businesses and/or housing projects; provision of <br />16 <br />more dollars to make either or both happen; possible creation of an Economic Development <br />17 <br />Authority or Economic Development Commission. <br />18 <br />19 <br />As part of the joint meeting, Mr. Trudgeon advised that he and Ms. Kelsey, along with Chair <br />20 <br />Maschka, had been invited to participate; however, he extended the welcome to include any <br />21 <br />and all members of the HRA Board to provide their input as well. Mr. Trudgeon advised that <br />22 <br />staff was in the process of gathering relevant information for the meeting. <br />23 <br />24 <br />b.Roseville Affordable Housing Information <br />25 <br />Following the affordable housing purchase price discussion that was part of the joint <br />26 <br />HRA/City Council meeting held in July, Housing Manager Kelsey had prepared an update of <br />27 <br />factual information based on various the Metropolitan Council’s affordable purchase price of <br />28 <br />less than $160,000 and findings based on that information and area median income (AMI). <br />29 <br />30 <br />Based on that study, Ms. Kelsey advised that, with the exception of condominiums in <br />31 <br />Roseville that may not actually be suitable for a family of four due to their limited size, <br />32 <br />Roseville had no existing valuations that met the Metropolitan Council’s income criteria. <br />33 <br />Based on the American Communities Survey, 45.1% of Roseville residents are currently <br />34 <br />paying over 30% of their income for rent. Ms. Kelsey noted that 13% of Roseville rentals are <br />35 <br />guaranteed as affordable units. <br />36 <br />37 <br />Ms. Kelsey advised that Roseville was charged as a community by the Metropolitan Council to <br />38 <br />provide 201 new affordable housing units between 20011 and 2020, and further noted that the <br />39 <br />Metropolitan Council did not recognize economic downturns as part of that charge. Ms. <br />40 <br />Kelsey advised that the City would meet a portion of that goal upon completion of the fifty <br />41 <br />(50) affordable units at the Sienna Green, Phase II project. <br />42 <br />43 <br />Additional information was detailed in the Attachment A entitled, “Roseville Affordable <br />44 <br />Housing – Metropolitan Council Ownership and Rent Affordability Limits 2011;” to the staff <br />45 <br />report dated August 16, 2011 and included as part of the HRA meeting agenda packet <br />46 <br />materials. Ms. Kelsey advised that this information was prepared for and would be part of the <br />47 <br />information shared with the City Council at the September 19, 2011 long-range planning <br />48 <br />meeting. <br />49 <br />50 <br />Member Masche thanked staff for providing that information; and questioned how the <br />51 <br />Metropolitan Council assisted the City in meeting affordable housing goals. <br />52 <br />53 <br />Housing Manager Kelsey advised that the City received Livable Communities Grant funds, <br />54 <br />noting the substantial competition for those funds, that were awarded for applicable projects, <br />55 <br />such as had been received as part of the Sienna Green project. <br /> <br />
