to communicate and educate the landlords with important information. Staff suggests that as part of <br />the licensing requirement, the property owner and property manager will need to attend training about <br />the rental business with a heavy emphasis on maintaining a Crime Free Multi-Family property. Staff is <br />anticipating an initial 8 hour training that the landlords/property managers will be required to attend, <br />with annual continuing education (4 hours) required after the first year. Failure to attend the training <br />will result in a substantially higher license fee and potential suspension of their ability to rent in <br />Roseville. For the actual training sessions, staff is looking at partnering with other cities that currently <br />conduct landlord training (St. Louis Park, Coon Rapids), partnering with the Minnesota Multi Housing <br />Association (MHA), and utilizing existing RHRA and Roseville Police Department staff. <br />It is anticipated the that creation of the landlord licensing program will create the need for additional <br />hours for Housing Program Manager, both to administer and organize and conduct the landlord <br />training program. The Housing Program Manager currently works 29 hours per week (1/2 time). At <br />this point, staff has not determined the exact amount of time need nor the cost, but it is expected that <br />the Housing Program Manager Position will need to be moved from ½ time to ¾ time (30+ hours per <br />week). <br />Staff is still in the exploratory stage on this matter, but would like to have a discussion with the HRA <br />Board to determine if this approach should continue to be explored. If there is interest in pursuing this <br />matter further, staff will bring forward the concept to the City Council for their discussion. If there is <br />agreement to head towards requiring landlord licensing, RHRA staff will refine the program and bring <br />forward a specific ordinance for the HRA Board’ s review and recommendation to the City Council. <br />Suggested RHRA Action <br />The RHRA should review and discuss the concept of landlord licensing in the City of Roseville.
