HRA Meeting <br />Minutes – Tuesday, February 15, 2011 <br />Page 5 <br />1 <br />further consideration needed to be considered by the HRA on inspection of commercial <br />2 <br />properties; and questioned whether the City should not have some aspect of code <br />3 <br />enforcement pertinent to commercial properties, noting that complaints were fielded at the <br />4 <br />staff level, and opined that commercial properties should be held to the same standards as <br />5 <br />residential properties. <br />6 <br />7 <br />Impacts to Roseville with potential development of the TCAAP Site in Arden Hills <br />8 <br />Member Pust suggested the addition of a new item on the Work Plan for determining what the <br />9 <br />City of Roseville HRA’s role was should the TCAAP development move forward for a <br />10 <br />Vikings Stadium, with such a major development in Roseville’s back yard and how it would <br />11 <br />impact public infrastructure and commercial businesses. Member Pust noted that the Roseville <br />12 <br />Visitor’s Association (RVA) was supportive of that site for the stadium given the positive <br />13 <br />impacts on the area hospitality industry; however, she opined that it was a political discussion <br />14 <br />and that the HRA should have a view and position. <br />15 <br />16 <br />Marketing Efforts/Website Updates <br />17 <br />Chair Maschka noted the need to continue inner-ring suburb and affordability marketing, such <br />18 <br />as the recent article on the young family moving to Roseville. Chair Maschka suggested more <br />19 <br />promotions for younger families in obtaining a mortgage entry prices on ramblers in the <br />20 <br />community. <br />21 <br />22 <br />Ms. Kelsey noted the need to emphasize the proximity of Roseville to both St. Paul and <br />23 <br />Minneapolis; and the lower property taxes of Roseville compared with other communities <br />24 <br />experiencing double-digit increases. <br />25 <br />26 <br />Member Quam suggested another vital selling point for families with young children included <br />27 <br />the great and easy access to area schools and daycare. <br />28 <br />29 <br />Member Pust concurred, and suggested that schools and daycare information be highlighted on <br />30 <br />the HRA website, opining that it would also serve as a unique and forward-thinking item for <br />31 <br />mention, and would say something about the community itself. <br />32 <br />33 <br />Ms. Kelsey noted that to-date, the HRA website did not include anything on affordable <br />34 <br />childcare, but did include information related to area school districts. Ms. Kelsey asked that <br />35 <br />Member Quam provide resources and contacts for those services mentioned to link viewers to <br />36 <br />them. <br />37 <br />38 <br />Member Quam advised that there was a fantastic child care resource center in the City of Little <br />39 <br />Canada that was funded by tax dollars and could respond to many questions of parents, <br />40 <br />including day care cost comparisons; and volunteered to forward the information to staff. <br />41 <br />Member Quam opined that the Roseville area offered great day care opportunities. <br />42 <br />43 <br />Member Pust and Chair Maschka concurred with the phenomenal list of area day cares; and <br />44 <br />them also serving as one of the top small businesses in the area. <br />45 <br />46 <br />Motion: Member Majerus moved, seconded by Member Elkins to approve the 2011 <br />47 <br />RHRA Work Plan as presented and detailed in the Request for HRA Action dated <br />48 <br />January 18, 2011; and revised to include the following additions: <br />49 <br />Consider rental licensing for larger residential buildings (4 plus units); <br />50 <br />Consider expansion of the Neighborhood Enhancement Program (NEP) to encourage <br />51 <br />code enforcement for commercial properties; <br />52 <br />Invite and host the City Council for a joint meeting at an HRA meeting to focus on <br />53 <br />issues specific to the HRA and City <br />54 <br />Review and discuss impacts to Roseville if and when the Arden Hills’ TCAAP Property <br />55 <br />develops (e.g. Vikings Stadium?) <br /> <br />
