HRA Meeting <br />Minutes – Tuesday, February 15, 2011 <br />Page 4 <br />1 <br />New ongoing and annual work plan items included: <br />2 <br />3 <br />Partner with the Roseville Police Department to address problem properties by vigorously <br />4 <br />enforcing City Code and law <br />5 <br />6 <br />Be an advocate for transit options that can support a variety of housing development and <br />7 <br />housing options. <br />8 <br />9 <br />Discussion of ongoing items included: <br />10 <br />11 <br />Quarterly Updates to City Council <br />12 <br />Member Masche recognized the maturity of organizational abilities as the HRA evolved, and <br />13 <br />suggested consideration of additional opportunities to create a more cohesive working <br />14 <br />relationship between the HRA and City Council to better understand each body’s desires and <br />15 <br />roles. Member Masche suggested that this would allow better use of available resources for <br />16 <br />specific programs rather than being reactionary; and spoke in support of exploring and <br />17 <br />ultimately achieving this stronger working relationship and partnership through joint working <br />18 <br />sessions for both bodies. Member Masche expressed his interest in the City Council <br />19 <br />recognizing the HRA as a tool available to them and the City of Roseville. <br />20 <br />21 <br />Mr. Trudgeon noted that the HRA held a joint meeting with the City Council annually in July; <br />22 <br />however, that meeting was not issue-based; and offered to explore something more extensive <br />23 <br />as suggested. Mr. Trudgeon suggested that the HRA invite and host the City Council for a <br />24 <br />round table discussion. <br />25 <br />26 <br />By consensus, Members agreed that this would be a great idea and directed staff to pursue that <br />27 <br />option. <br />28 <br />29 <br />Member Pust noted that the HRA body served as an asset for the City Council to send specific <br />30 <br />issues to for refinement and resolution. Member Pust noted two (2) items that the City Council <br />31 <br />had expressed interest in recently that the HRA may want to give some thought to: <br />32 <br />33 <br />Residential Rentals – Inspections/Licensing <br />34 <br />1)At the City Council’s February 7, 2011 Work Plan meeting, they appeared to be moving <br />35 <br />toward a Rental Licensing Program. Member Pust opined that this program needed to be <br />36 <br />further researched and refined; and that the HRA was the appropriate body to do that. <br />37 <br />Member Pust advised that she wasn’t sure on the program’s status with the City Council <br />38 <br />as a body, and whether it was their intent to refer it to the HRA; but personally opined that <br />39 <br />the HRA should pursue updating their information at this time. <br />40 <br />41 <br />Mr. Trudgeon noted that discussion had come forward at the City Council meeting of the <br />42 <br />previous evening for staff to look into code enforcement for larger rental units and <br />43 <br />commercial properties; and suggested that this was a good discussion for the HRA to hold, <br />44 <br />in conjunction with inspections and licensure for the same. Mr. Trudgeon suggested <br />45 <br />further review of the rationale in limiting registration requirements to those rental units of <br />46 <br />four (4) or fewer units. Mr. Trudgeon opined that registration seemed to work well for <br />47 <br />smaller unit buildings, but noted that, at their Work Plan meetings, the City Council <br />48 <br />seemed supportive of enforcing inspections and licensing for complexes with more units. <br />49 <br />Mr. Trudgeon advised that, during those City Council discussions, he had expressed the <br />50 <br />HRA’s interest in pursuing registration and licensing for larger rental complexes and the <br />51 <br />need to have the HRA involved based on their broader role in housing issues. <br />52 <br />53 <br />Commercial Property Code Enforcement <br />54 <br />2)Member Pust noted positive results of increased code enforcement issues that had proven <br />55 <br />to be very well-received by both citizens and the City Council.
