HRA Meeting
Minutes – August 16, 2011
Page 2
1
thing; however, it precluded the HRA from qualifying for many federal programs that could
2
provide housing assistance funding.
3
4
Chair Maschka sought additional information from Executive Director Trudgeon on the
5
proposed joint discussion among HRA Commissioners and City Councilmembers on long-
6
range planning.
7
8
Executive Director Trudgeon advised that the joint long-range planning meeting had been
9
scheduled at the City Council’s regular September 19, 2011 meeting, allowing for a broad-
10
based discussion with Department Heads, and including the Community Development
11
Department and HRA. Mr. Trudgeon advised that the focus of the meeting was to brainstorm
12
ideas to position the community to better take advantage of redevelopment opportunities and to
13
maximize its tax capacity; to discuss economic development and housing strengths and
14
weaknesses, and what to pursue related to both of those issues. Mr. Trudgeon suggested
15
options that could include more recruitment of businesses and/or housing projects; provision of
16
more dollars to make either or both happen; possible creation of an Economic Development
17
Authority or Economic Development Commission.
18
19
As part of the joint meeting, Mr. Trudgeon advised that he and Ms. Kelsey, along with Chair
20
Maschka, had been invited to participate; however, he extended the welcome to include any
21
and all members of the HRA Board to provide their input as well. Mr. Trudgeon advised that
22
staff was in the process of gathering relevant information for the meeting.
23
24
b.Roseville Affordable Housing Information
25
Following the affordable housing purchase price discussion that was part of the joint
26
HRA/City Council meeting held in July, Housing Manager Kelsey had prepared an update of
27
factual information based on various the Metropolitan Council’s affordable purchase price of
28
less than $160,000 and findings based on that information and area median income (AMI).
29
30
Based on that study, Ms. Kelsey advised that, with the exception of condominiums in
31
Roseville that may not actually be suitable for a family of four due to their limited size,
32
Roseville had no existing valuations that met the Metropolitan Council’s income criteria.
33
Based on the American Communities Survey, 45.1% of Roseville residents are currently
34
paying over 30% of their income for rent. Ms. Kelsey noted that 13% of Roseville rentals are
35
guaranteed as affordable units.
36
37
Ms. Kelsey advised that Roseville was charged as a community by the Metropolitan Council to
38
provide 201 new affordable housing units between 20011 and 2020, and further noted that the
39
Metropolitan Council did not recognize economic downturns as part of that charge. Ms.
40
Kelsey advised that the City would meet a portion of that goal upon completion of the fifty
41
(50) affordable units at the Sienna Green, Phase II project.
42
43
Additional information was detailed in the Attachment A entitled, “Roseville Affordable
44
Housing – Metropolitan Council Ownership and Rent Affordability Limits 2011;” to the staff
45
report dated August 16, 2011 and included as part of the HRA meeting agenda packet
46
materials. Ms. Kelsey advised that this information was prepared for and would be part of the
47
information shared with the City Council at the September 19, 2011 long-range planning
48
meeting.
49
50
Member Masche thanked staff for providing that information; and questioned how the
51
Metropolitan Council assisted the City in meeting affordable housing goals.
52
53
Housing Manager Kelsey advised that the City received Livable Communities Grant funds,
54
noting the substantial competition for those funds, that were awarded for applicable projects,
55
such as had been received as part of the Sienna Green project.
