HRA Meeting <br />Minutes – August 16, 2011 <br />Page 3 <br />1 <br />Executive Director Trudgeon noted that the funds were limited and only helped with gap <br />2 <br />financing, but could not fully fund a project. Mr. Trudgeon advised that the City of Roseville <br />3 <br />had been successful to-date in being awarded those funds; especially when the funds were <br />4 <br />intended for use on applicable projects that provided for affordable housing and provided <br />5 <br />transit positive projects in urban suburbs, for which Roseville had been successful in <br />6 <br />qualifying. <br />7 <br />8 <br />Chair Maschka questioned the implications if the City did not achieve Metropolitan Council <br />9 <br />goals. <br />10 <br />11 <br />Executive Director Trudgeon advised that the Metropolitan Council could withhold funding to <br />12 <br />the City in such a situation; however, he didn’t anticipate that Roseville would not achieve <br />13 <br />their goal, as long as bona fide projects were completed. <br />14 <br />15 <br />Housing Manager Kelsey noted that staff was required to provide an annual report to the <br />16 <br />Metropolitan Council, providing those completed or pending projects; and noted that the <br />17 <br />projects were not counted by the Council until they came to fruition, but provided the Council <br />18 <br />with an intent by the City to achieve its goals. Ms. Kelsey advised that, to-date the City or <br />19 <br />Roseville was meeting the Metropolitan Council’s goals based on the City’s various housing <br />20 <br />efforts to-date. <br />21 <br />22 <br />10.Information Reports and Other Business (Verbal Reports by Staff and Board Members) <br />23 <br />24 <br />a.Discussion of the Joint Meeting with the City Council July 25, 2011 <br />25 <br />Chair Maschka briefly reviewed the discussion held with the City Council by he and Member <br />26 <br />Masche; and expressed his interest in the HRA having another opportunity to hold further <br />27 <br />discussions with the City Council at the September long-range planning meeting. <br />28 <br />29 <br />Member Masche concurred, and expressed his enthusiasm in a more informal work session <br />30 <br />opportunity in September to discuss objectives of the City Council. <br />31 <br />32 <br />Housing Manager Kelsey reiterated Executive Director Trudgeon’s invitation, and encouraged <br />33 <br />all available HRA Board members to attend. <br />34 <br />35 <br />b.Foreclosure Map <br />36 <br />Housing Manager Kelsey provided a verbal update summary of foreclosures currently at 50 in <br />37 <br />2011 versus 42 for the 2010 year, based strictly on Sheriff Sale information. Ms. Kelsey noted <br />38 <br />that the entire metropolitan area was seeing no upticks in foreclosures, and opined that they <br />39 <br />seemed to be stabilizing. The findings of eight (8) more foreclosures in 2011 to-date than the <br />40 <br />total for 2010, Ms. Kelsey opined may simply be a timing issue. <br />41 <br />42 <br />Chair Maschka concurred, opining that it was based on jobs. <br />43 <br />44 <br />Housing Manager Kelsey concurred, noting that the home values for foreclosures now being <br />45 <br />seen were in the $200,000 or over range. <br />46 <br />47 <br />Executive Director Trudgeon opined that, while there was an increase in 2011 foreclosures <br />48 <br />versus the total in 2010, the percentage of foreclosures compared to overall housing stock in <br />49 <br />Roseville was minimal compared to other communities. Mr. Trudgeon did note, however, that <br />50 <br />staff was still seeing more code enforcement issues with foreclosed homes. Mr. Trudgeon <br />51 <br />advised that staff was becoming more adept at finding bank management that was available to <br />52 <br />assist the City in addressing those code enforcement situations; and advised the HRA Board <br />53 <br />that staff would continue to monitor the properties and make various parties aware of available <br />54 <br />assistance depending on their specific situations. <br />55 <br /> <br />
