Roseville Parks and Re(:reation
Project Approach
Pro)ect Management and Partnership

Roseville Parks and Recreation (RPR) seeks an experienced, professional research team that
specializes in survey research to provide expert consultation on and implementation of a
community survey to incorporate the perspective of residents in a system-wide master plan update
and parks and recreation development and investment implementation plan. Simply being experts
in content or research methods does not guarantee that an organization can produce a research or
evaluation study that is useful to clients. We understand that planning for the best deliverable will
begin with close collaboration with RPR. At the outset of this project, we will seek to clarify the
purposes of the project, identify the key contacts and stakeholders and learn the personal, political
and geographic contingencies that will influence the work. We know that you have already been
working with a citizen's group for quite some time, and want to integrate this project with the
work that has already been done.
We will collaborate with RPR to develop a detailed scope of work for the survey. The
questionnaire that is developed should reflect important issues as assessed by key stakeholder
groups and will cover numerous topics, likely including service quality assessments, resident usage
rates, resident program/facility awareness, resident needs and priorities, support for or opposition
to potential parks and recreation funding efforts, and more.
We have experience coordinating input from staff, councils and other stakeholders, whether that is
working with one contact from RPR (whom you choose as the prime contact) or setting up
structures and timelines to communicate with several people and organizations within the
community. When input is needed from many people or groups, we have used methods such as
conference calls, in-person meetings or workshops, key informant interviews and Web surveys of
stakeholders to gather feedback in a quick, but thorough way and ensure everyone has a chance to
chime in.
Page 5
