also were evaluated. A citizen-focused needs assessment survey was conducted and results were
incorporated into recommendations for the final Master Plan update. Working closely with the
C"Ity of Cedar Rap"Ids, 1A Recreatolon Needs Assessment and Master Plan
GreenPlay was hired to create a Parks and Recreation Master Plan for the City of Cedar Rapids,
Iowa. Six months into the planning process, the City was hit with one of the worst floods in their
history. The City and project team turned this disaster into an opportunity to create a bold and
visionary Plan that included groundbreaking riverfront plans to drive community revitalization. The
project team developed a plan to prioritize investments, ensuring a system that meets community
needs; to establish strategies to improve operational efficiencies, cost recovery, and land acceptance
standards; to demonstrate community need and support to assist in the pursuit of alternative
funding; to ensure accommodation of changing community demographics; and to ensure a parks
and recreation system that is sustainable and financially feasible into the future. The needs
assessment portion of the plan included a statistically-valid citizen survey to determine satisfaction
levels, needed facilities, strengths and weaknesses of the City's parks and recreation offerings. Team
members included Design Concepts,JJR, RRC Associates, Williams Architects, and Sasaki.
