Introductions/Public Comment Invited <br /> Commissioners and staff will be introduced. Public participation and public comment is <br /> encouraged. <br /> 2. Approval of Minutes of the March 1, 2011 Meeting <br /> Enclosed is a copy of the minutes of March 1, 2011. Please be prepared to approve or amend. <br /> Requested Commission Action: Approve/amend minutes of the meeting of March 1, 2011. <br /> 3. Administer Oath of Office to New Commissioners <br /> Chair Etten will officially swear in newly appointed Commissioners Greg Simbeck and Lee <br /> Diedrick. Thank you for your willingness to serve the community. <br /> Requested Commission Action: Swearing in and thank you for willingness and interest to serve <br /> 4. Park Dedication <br /> a. Meritex Enterprises, Inc. <br /> Included in your packet is a proposed plat subdivision. The proposal is to subdivide the <br /> southern 6-acre triangle from the larger Meritex industrial property and leave the rest as <br /> an outlot. There is not a specific development proposal at this time, but preliminary <br /> discussions have been that an automobile parts wholesale distribution facility is <br /> interested in building on the property. The nature of the "outlot" is such that it may not <br /> be developed until it is re-platted later on. In this case, the intent is to re-plat the outlot <br /> into smaller lots when future development scenarios are solidified enough to determine <br /> where lot lines will be most appropriate. The current proposal is to subdivide the <br /> southern 6.0 acres off of the larger property. <br /> Included in your packet is a letter from Meritex to Pat Trudgeon, Community <br /> Development Director, requesting a waiver of the Park Dedication Fee. While you <br /> certainly can make a recommendation to the City Council that you feel appropriate, the <br /> primary role of the Commission is to review the development and offer a <br /> recommendation to the City Council on whether to accept land, cash or a combination. <br /> Included in your packet is a copy of the park dedication ordinance and State Statute <br /> 462.358 for your reference. <br /> Park Dedication does apply. The cash amount would be approximately $91,000 (5% of <br /> the FMV). The land amount would be 5% of 6.0 acres = .3 acre. <br /> General guidance from the Parks and Recreation System Master Plan on Parks and <br /> Open Space acquisition is to: <br /> 1) Add new parks and recreation facilities to achieve equitable access in all <br /> neighborhoods, accommodate the needs of Roseville's redeveloping areas and <br /> meet residents desires for a broad range of recreation opportunities serving all ages <br /> and cultures. <br /> 2) This area is located in constellation O where the larger Meritex parcel is identified as <br /> a potential acquisition. <br />
