Remember to fill in the corresponding contact <br />information.: Email <br />Email Address:: <br />Please Share Your Comment., Question or Concern: Dear City Council Members,, <br />Although I am a general supporter of entrepreneurial undertakings,, I agree with the findings <br />of the Roseville City Council when enacting the "'Pawnbroker" section of the City Code. <br />Section 311.01, states, that the regulation of this type of bus,ines,s, is appropriate because <br />"such activities, provide an opportunity for the commis,s,ion of crimes, and their concealment <br />because such bus,ines,s,es, have the ability to receive and transfer stolen property easily and <br />quickly." The ris,ks, are real, and it is dis,ingenuous, to deny them. The real issue for the <br />City is whether or not the return of such bus,ines,s, outwei hs, the ris,ks,. <br />Outside the typical regulation of a bus,ines,s, venture, Roseville City Code notably deems, <br />necessary additional regulation on only a handful of bus,ines,s, types,. Pawnbrokers,, in this <br />regard, are grouped with liquor stores,, gambling establishments, and cigarette and tobacco <br />s,ellers,. For pawnbrokers,, the City Code lays, out extensive requirements, in an attempt to <br />preclude the commis,s,ion of crime, or in the very least, assist law enforcement in solving an <br />already-committed crime. The risk of crime is so real, Pawnbrokers, are required under the <br />Code to submit daily reports, of its trans,actions, to law enforcement. <br />While it is great that law enforcement will have such up-to-date information to assist in <br />solving crimes,., the prevention of the crime entirely better s,erves, our community. Why would <br />the City intentionally create an atmosphere that overextends, our law enforcement resources,? <br />I am continuously impressed by the leaders, in Roseville and the fantastic job they do <br />planning for Ros,eville's, long-term future. In a City that rewards, responsible homeowners,, <br />readily attracts, new bus,ines,s, and takes, pride in education, it s,eems, odd that we would <br />cons,cious,ly hinder such development with a bus,ines,s, strongly correlated with crime. <br />Page 7 of 56 <br />
