9) A study was presented indicating that pawn shops can be seen as one of the <br />68 characteristics of a neighborhood in decline, leading to adverse perceptions of <br />69 activities associated with the pawn shop, and resulting in adverse impacts on <br />70 property values. <br />71 10) The location of real property has a significant impact on its value. Increased crime <br />72, associated with a pawn shop and negative perceptions regarding the desirability <br />73 of living near a pawn shop can lead to an adverse impact on the value of <br />74 contiguous and nearby properties. <br />75 11) Through increased crime and regulatory oversight, the City of Roseville would <br />76 have to expend additional scarce resources in the policing of the proposed <br />7­7 activity. <br />78 12) The location of a pawn shop in this area gives rise to a negative perception about <br />79 the surrounding neighborhood, and its character and quality. It is important to the <br />80 health and vitality of City neighborhoods, and the City in general, that <br />81 neighborhoods do not appear to be declining or marginalized areas. <br />82, 13) The Roseville City Council finds that the proposed pawn shops will have an <br />83 adverse impact create an excessive burden on parks, streets, and other public <br />84 facilities. <br />85 14) The Roseville City Council finds that the proposed use will be injurious to the <br />86 surrounding neighborhood, will negatively impact traffic and property values, and <br />8 7 will otherwise harm the public health, safety and general welfare of the <br />88 community. <br />89 NOW,, THEREFORE,, BE IT FURTHER RESOLVED by the City Council of the City of <br />go Roseville,, Minnesota,, that the application to approve a pawn shop as a conditional use on <br />91 property located at 2057 Snelling Avenue is hereby denied. <br />92 <br />93 <br />94 <br />The motion for the adoption of the foregoing resolution was duly seconded by Council <br />Member and upon vote being taken thereon, the following voted in favor.- <br />and voted against. <br />95 WHEREUPON said resolution was declared duly passed and adopted. <br />Page 3 of 4 <br />
