k'14L& <br />REQUEST FOR COUNCIL ACTION <br />Date.- <br />Item No..- 12. d <br />Department Approval City Manager Approval <br />1W <br />Item Description.- County Road C-2 Traffic Study Update <br />BACKGROUND <br />2 At the March 21 , 2011 City Council meeting, the City Council approved the Josephine Woods <br />3 Preliminary Plat. During the course of the Public Hearing for this item, a number of property <br />4 owners from County Road C-2 and Josephine Road spoke regarding County Road C-2. The <br />main point of discussion was the connection of County Road C-2, and its impacts to Josephine <br />6 Road and County Road C-2. After the Public Hearing, the Council directed staff to determine <br />"7 the cost and workplan to complete a traffic study that would determine the potential impacts of <br />8 connecting County Road C-2. <br />9 Staff has requested that SRF Consulting provide us the following scope of services to complete <br />this traffic study.- <br />I <br />1. Conduct an origin-destination (0-D) study for the Josephine Woods area (i.e. local impacts). <br />12 This task includes a license plate match study during the p.m. peak hour only, post <br />13 processing, and analysis of the data. This information will determine current users of the <br />14 existing roadway network during the peak hour conditions. The license plate match study is <br />1 f.t conducted using field personnel to record license plates audibly in a ring around the subject <br />1 1 area. The area includes.- <br />1 7 0 Hamline Avenue (north of Josephine Road) <br />1 ,,, 0 Hamline Avenue (south of County Road C2)1 <br />'19 0 Lexington Avenue (north of Josephine Road), <br />20 0 Lexington Avenue (south of County Road C2), <br />21 0 County Road C2 (west of Hamline Avenue) <br />22 0 County Road C2 (east of Lexington Avenue), <br />23 0 Lydia Avenue (west of Hamline Avenue), <br />24 0 Lydia Avenue (west of Snelling Avenue), <br />25 0 Lincoln Drive (south of County Road C2), <br />26 0 Woodhill Drive (west of Lexington Avenue) <br />27 2. Collect daily traffic volumes at up to four locations and conduct a p.m. peak hour turning <br />28 movement count at the intersection of Hamline Avenue and Lydia Avenue to validate the <br />29 accuracy of the O-D information collected in Task 1. <br />3o 3. Review the Regional Travel Demand Model to determine potential regional travel Pattern <br />31 shifts due to connecting County Road C2 and other area roadway improvements west of <br />32 Snelling Avenue. <br />zm� <br />
