Introductions/Public Comment Invited <br /> Commissioners and staff will be introduced. Public participation and public comment is <br /> encouraged. <br /> 2. Approval of Minutes of the October 5, 2010 Meeting <br /> Enclosed is a copy of the minutes of October 5, 2010. Please be prepared to approve or amend. <br /> Requested Commission Action: Approve/amend minutes of the meeting of October 5, 2010 <br /> 3. Park and Recreation District Zoning Code Discussion <br /> The Community Development Department is in the process of updating the City Zoning Code <br /> which includes a Parks and Recreation Zoning District. <br /> In 2004 the City enacted a "Park and Open Space District" relating to public property with various <br /> broad descriptions that reference back to the "Land Use within Residential Districts" designation. <br /> Enclosed is a copy of that code with the "Parks and Open Space" related areas highlighted in <br /> yellow. <br /> The City Planning Commission is responsible for land use including zoning and the zoning code <br /> update. The Planning Staff has recommended to the Planning Commission approval of a new <br /> "Park and Recreation Zoning District" which includes public and private lands. After discussion at <br /> their October 27th, 2010 meeting, the Planning Commission tabled the item in order to obtain <br /> feedback from the Parks and Recreation Commission. Enclosed is the Planning Staff report <br /> outlining background information and their recommendation. <br /> The Parks and Recreation Commission is responsible for all Parks and Recreation related items <br /> and areas. Specifically you advise the City Council, City Manager and the Director of Parks and <br /> Recreation on all parks and recreation related matters including but not limited to regulations for <br /> the control of city park property, specific plans and projects, etc.. All other city building codes <br /> apply when construction occurs. <br /> Through and with the Parks and Recreation Commission, the City has a long standing history of <br /> extensive community involvement when making improvements, specifically to parklands, which <br /> has proven to be successful for any proposed projects in parks and recreation related areas. <br /> Requested Commission Action: Review, discuss, suggest adjustments, etc. on the proposed <br /> Parks and Recreation District Zoning Code <br /> 4. Master Plan Final Recommendation (please bring your master plan with you) <br /> The final Citizen Advisory Team (CAT) meeting was held on August 5, 2010 where comments and <br /> suggestions were made to the final Parks and Recreation System Master Plan initial draft. <br /> The final scheduled meeting of the Technical Advisory Team (TAT) took place on August 26, 2010 <br /> where they reviewed and commented on the parks and recreation draft master plan #1, <br /> suggestions were incorporated into draft plan #2. <br />
