wwko-w SH"L+E <br /> REQUEST FOR PLANNING COMMISSION ACTION <br /> DATE: 10/27/2010 <br /> ITEM NO: 6b <br /> Dlvl ' Approval: Agenda Section: <br /> Z <br /> PUBLIC HEARINGS <br /> Item Description: ZONING TEXT AMENDMENT; Public hearing regarding adopting new <br /> requirements for Title 10, Zoning Regulations, pertaining to the PARK <br /> AND RECREATION DISTRICT(PROJO017) <br /> 1.0 REQUESTED ACTION <br /> The Roseville Planning Division is seeking the comments and a recommendation to the <br /> City Council regarding new Park and Recreational District standards in the text portion <br /> of Title 10, Zoning Regulations of the City Code. <br /> 2.0 BACKGROUND <br /> 2.1 The 2030 Comprehensive Plan that Roseville adopted in October 2009 established new <br /> land use designations, while some former land use designations remained the same. The <br /> Park and Open Space designation was one designation that remained. This particular <br /> land use designation covers all Roseville parks, our two golf courses, two Ramsey <br /> County parks, and a number of designated open space areas. <br /> 2.2 The City's existing zoning code does include language regarding the current Park and <br /> Open Space zoning district. Specifically it reads: 1004.11:PUBLIC PARKAND OPEN <br /> SPACE(POS)DISTRICT. The POS district is designed to be a public park and open <br /> space district. Such public parks and open space may be owned and/Or Operated by the <br /> City or the County. All improvements within these districts must be consistent with the <br /> approved park master plan for the site of the City Comprehensive Plan. A. Permitted <br /> Uses: Public Park and Open Space Sites, Improvements and Structures within public <br /> park and recreational areas owned and operated by the City or County governmental <br /> unit, with recreational facilities and structures consistent with the City Park Master Plan <br /> or City Comprehensive Plan. See Section 1004.015. B. Permitted Accessory Uses: Public <br /> Park and Open Space Accessory Site Structures See Section 1004.015. C. Uses Allowed <br /> By Conditional Use Permit: See Section 1004.015 (Ord. 1287, 8-4-2003) <br /> 2.3 Located in Section 1004.015 (Land Uses Within Residential Districts) includes the <br /> following permitted uses: essential services, golf courses, country clubs, swimming <br /> pools tennis clubs, public parks and playgrounds; and the following conditional uses: <br /> City buildings, public structures, public libraries, essential services. <br /> 2.4 However, the current code does not specifically address standards and regulations <br /> governing the listed permitted and conditional uses.
