necessary for the Park and Recreation District to be consistent with other uses and <br /> districts. The goal is to create a code that treats all uses the same whether they are public <br /> or private. <br /> 2.6 To ensure that public uses are being treated similar or consistent with their private <br /> counterparts, or that there is no special treatment of one versus the other, the Park and <br /> Recreation district includes design standards for facade articulation, types of building <br /> materials, building length, screening of rooftop mechanical and refuse and buffer strips. <br /> These requirements are consistent with other districts, most notably Institutional which <br /> regulates governmental buildings and site improvements. <br /> 2.7 The proposal also includes a use table that in some respects is very general. This is <br /> likened to the Commercial Districts and the allowance of retail in the use table. The Park <br /> and Recreation District includes Park Uses as a permitted use in the table and offers <br /> further clarification in the sidebar. Park Uses include, but are not limited to those uses <br /> we traditionally see and/or use or better come to rely upon in our parks, including paths <br /> and trails, beaches, picnic shelters sports courts, sports fields and playground equipment. <br /> Those uses that are identified as conditional, if part of the Parks Master Plan, will not be <br /> required to go through the conditional use process. <br /> 2.8 The proposed draft has been reviewed and by the Park and Recreation Department and <br /> the Planning Division has been working on revisions and refinement to the document. It <br /> is anticipated that the Draft as submitted to the Planning Commission will be discussed <br /> with the Park and Recreation Commission on Tuesday November 2, 2010. <br /> 3.0 PUBLIC HEARING/RECOMMENDATION PROCESS <br /> The adoption of new zoning code regulations for the Park and Recreation District is a <br /> very important process, for which the Commission needs to establish an accurate record, <br /> and clear and concise recommendations. Therefore, the Planning Commission shall open <br /> the public hearing like all other public hearings heard before the Commission. However, <br /> when a Commissioner is ready to propose a modification of the draft, a motion to <br /> approve/deny the proposed district requirements shall be made first, then any <br /> changes/modifications may be discussed by the Commission and voted upon as separate <br /> motions to amend the draft document.
