k,14L& <br />MEQUEST FOR COUNCIL ACTION <br />Date.- 5/16/11 <br />Item No..- 7.c <br />Department Approval City Manager Approval <br />10" <br />Ar <br />Item Description.- Approve Agreement between Minnesota Commercial Railway and the City of <br />Roseville for Work at Dale Street Railroad Crossing <br />BACKGROUND <br />2 As a part of the Dale Street Reconstruction project, it is necessary to make improvements at the <br />3 Minnesota Commercial Railway crossing. The improvements include, the installation of a new concrete <br />4 and rubber crossing surface and the relocation of the existing crossing signal. <br />5 The replacement of the crossing surface is necessary because the existing surface is badly deteriorated. <br />6 The new surface will be smoother and quieter. The signal needs to be relocated as a result of the <br />"7 reconstruction of the watermain. The existing location of the signal is directly on top of the watermain <br />to be replaced. It would be difficult to complete the replacement work without relocating the signal. <br />9 This railroad is operated by Minnesota Commercial Railway. Their crews perform all work on the <br />'10 crossings and equipment on this railroad. <br />POLICY OBJECTIVE <br />12 Minnesota Commercial Railway has prepared the attached Crossing Surface Installation Agreement to <br />13 outline construction cost participation and future maintenance responsibilities. The cost participation <br />14 proposed in this agreement is the same as other railroad work. A copy of the agreement is attached. <br />1 f.t This has been reviewed by the City Attorney. <br />1 FINANCIAL IMPACTS <br />1 7 The cost to perform this work is the responsibility of the City of Roseville. However, upon completion <br />1 ,,, of the work Minnesota Commercial Railway shall maintain and keep in repair the improvements. <br />'19 The work is estimated to cost a total of $,90,,358.20 and would be paid for using the City's Municipal <br />20 State Aid funds. <br />21 STAFF RECOMMENDATION <br />22 Staff recommends that the City Council approve the attached agreement. <br />23 REQUESTED COUNCIL ACTION <br />24 Approve Agreement between Minnesota Commercial Railway and the City of Roseville for Work at <br />Z, Dale Street Railroad Crossing. <br />NMI <br />Page I of I <br />
