Unfortunately,: Mr. M�a�llllnen did not, <br />receive a return letter (dated December 2, 2010) until after the Arden Hills City Council approved the project (At the, Nov 291, 20,10 <br />Arden Hills City Council meeting). <br />P <br />i <br />a. Speed bumps were placed on the upper exit (between the main lot and the turn to the underground parking, for the <br />SE brownstone) and a speed bump at theingress from Co Rd D and Wheeler *into P:HS. These were done to slow and <br />deter traffic at the SE exit. <br />b. A traffic analysis is to be completed one year after construction to determine if the traffic estimates were, correct. If' <br />not, PHS will be required to make internal traffic modification. <br />3. Unfortunately, we could not get discussion of the primary issue — namely, whether the upper exit is essential and if it is, <br />, <br />essential for safety, why riot mast make it emergency use only. Rather, they spent too much reacting to the plan and <br />tweaking it rather than challenging its basis. <br />REQUEST: We would like to have the Roseville Public Works group research options for permanently closing:, it Wheeler at County <br />Road D due to the ensuing Presbyterian Homes expansion. In addition, we would like them to also analyze options for tem�plorarily <br />closing Wheeler at Cty Road D to through traffic durin�g the construction phase of the PBH project scheduled to: beigin Spring 21101,1,. <br />
