These were done to slow and deter traffic at the SE exit. b. A traffic analysis is to be completed one year after construction to determine if the traffic estimates were, correct. If' not, PHS will be required to make internal traffic modification. 3. Unfortunately, we could not get discussion of the primary issue — namely, whether the upper exit is essential and if it is, , essential for safety, why riot mast make it emergency use only. Rather, they spent too much reacting to the plan and tweaking it rather than challenging its basis.
