MEMORANDUM <br /> Meeting Location is Roseville City Hall 2660 Civic Center Drive <br /> To: Parks and Recreation Commission <br /> From: Lonnie Brokke <br /> Date: September 2, 2010 <br /> Re: Notes for Commission Retreat on Saturday, September 18,2010 at 9:00 a.m. at City Hall <br /> (lunch will be provided) <br /> 1. Present and Discuss the Draft Parks and Recreation System Master Plan <br /> Attached is a draft copy of the Parks and Recreation System Master Plan. Please review the plan prior to <br /> the meeting and be prepared to offer feedback, suggestions and recommendations. Michael Schroeder <br /> from LHB will be at the meeting to make a presentation and hear your thoughts and comments on the <br /> draft plan. Appendix titles are listed in the table of contents but are not included in this draft. <br /> The final scheduled Citizen Advisory Team(CAT) meeting was on August 5, 2010 where they <br /> reviewed, discussed and offered feedback/suggestions on the draft plan. They also suggested that a <br /> citizen implementation team be formed to explore options for implementation. Many of them are <br /> interested in continuing to be involved. <br /> The final scheduled meeting of the Technical Advisory Team (TAT) was on August 26, 2010 where <br /> they reviewed, discussed and offered feedback/suggestions on the draft plan. <br /> On September 18, 2010 your review, discussion and feedback/suggestions will be important. <br /> The anticipated steps yet to be completed in are as follows: <br /> • September 27th -present final draft plan to the City Council for their review, discussion and <br /> feedback/suggestions <br /> • September- October—receive public comment on final draft plan <br /> • November—Parks and Recreation Commission reviews and makes final recommendation to the <br /> City Council <br /> • November—City Council reviews and makes final adoption <br /> • October- December—conduct a statistically valid survey to compare and contrast final plan <br /> details for implementation direction <br /> • October - December—explore implementation options with community/commission to finalize <br /> resource path <br /> • 2010/2011 - communicate plan details and implementation strategies to community <br /> Commission Action: Discuss and provide feedback and suggestions into the draft master plan. <br /> 2. Discuss Master Plan Next Steps <br /> As a part of this process, it was a goal to create a"path to implementation". As the planning continued, <br /> the CAT had discussions about how to fund the plan and appeared to be steering away from the intended <br /> "system plan update" itself. It was discussed that the emphasis be focused on the plan rather than on <br /> funding the plan prior to full completion and understanding the entire scope. Many of the CAT members <br /> indicated that they would like to be involved in the subsequent implementation stage. The CAT <br /> ultimately focused on the plan with the understanding that the implementation discussion would come <br /> soon after. <br /> The completed plan will now need to be shared with the Community with implementation <br /> plans/options/methods/projects explored with residents and the Parks and Recreation Commission <br /> (implementation team). <br />
