MEMORANDUM
Meeting Location is Roseville City Hall 2660 Civic Center Drive
To: Parks and Recreation Commission
From: Lonnie Brokke
Date: September 2, 2010
Re: Notes for Commission Retreat on Saturday, September 18,2010 at 9:00 a.m. at City Hall
(lunch will be provided)
1. Present and Discuss the Draft Parks and Recreation System Master Plan
Attached is a draft copy of the Parks and Recreation System Master Plan. Please review the plan prior to
the meeting and be prepared to offer feedback, suggestions and recommendations. Michael Schroeder
from LHB will be at the meeting to make a presentation and hear your thoughts and comments on the
draft plan. Appendix titles are listed in the table of contents but are not included in this draft.
The final scheduled Citizen Advisory Team(CAT) meeting was on August 5, 2010 where they
reviewed, discussed and offered feedback/suggestions on the draft plan. They also suggested that a
citizen implementation team be formed to explore options for implementation. Many of them are
interested in continuing to be involved.
The final scheduled meeting of the Technical Advisory Team (TAT) was on August 26, 2010 where
they reviewed, discussed and offered feedback/suggestions on the draft plan.
On September 18, 2010 your review, discussion and feedback/suggestions will be important.
The anticipated steps yet to be completed in are as follows:
• September 27th -present final draft plan to the City Council for their review, discussion and
feedback/suggestions
• September- October—receive public comment on final draft plan
• November—Parks and Recreation Commission reviews and makes final recommendation to the
City Council
• November—City Council reviews and makes final adoption
• October- December—conduct a statistically valid survey to compare and contrast final plan
details for implementation direction
• October - December—explore implementation options with community/commission to finalize
resource path
• 2010/2011 - communicate plan details and implementation strategies to community
Commission Action: Discuss and provide feedback and suggestions into the draft master plan.
2. Discuss Master Plan Next Steps
As a part of this process, it was a goal to create a"path to implementation". As the planning continued,
the CAT had discussions about how to fund the plan and appeared to be steering away from the intended
"system plan update" itself. It was discussed that the emphasis be focused on the plan rather than on
funding the plan prior to full completion and understanding the entire scope. Many of the CAT members
indicated that they would like to be involved in the subsequent implementation stage. The CAT
ultimately focused on the plan with the understanding that the implementation discussion would come
soon after.
The completed plan will now need to be shared with the Community with implementation
plans/options/methods/projects explored with residents and the Parks and Recreation Commission
(implementation team).
