Attachment E <br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />of Roseville,, County of Ramsey, Minnesota, was held on the 13 th day of June 2011 at 6.-00 p.m. <br />The following Members were present.* <br />and none were absent. <br />Council Member introduced the following resolution and moved its adoption.- <br />RESOLUTION NO. <br />A RESOLUTION APPROVING AN DRIVE THOUUGH AS A CONDITIONAL USE AT <br />2750 SNELLING AVENUE (PF11-015) <br />WHEREAS,, Affinity Plus Federal Credit Union, applicant for approval of the proposed <br />conditional use, plans to redevelop the property at 2750 Snelling Avenue, which is legally <br />described as.- <br />PIN: 03-29-2 3-�33-�001 1 <br />WHEREAS,, the Roseville Planning Commission held the public hearing regarding the <br />proposed CONDITIONAL USE on June 1, 2011, voting 6-0 to recommend approval of the use based <br />on the comments and findings of the staff report prepared for said public hearin - and <br />91 <br />WHEREAS,, the Roseville City Council has determined that approval of the proposed <br />CONDITIONAL USE will not result in adverse impacts to the surrounding properties based on the <br />following findings.- <br />a. The proposed drive-through is not in conflict with the Comprehensive Plan <br />because it advances the following land use Policies.- <br />1. Policy 1..: Promote well-planne!d and coordinated development. <br />2. Policy 1.6-. Encourage! improvements, to the connectivity and wall ability <br />between and within the community's, neighborhoods,, gathering places, and <br />commercial areas, through new development, redevelopment, and <br />infrastructure! projects,. <br />3. Policy 2.3-. Encourage! a broad mix of commercial businesses, within the <br />community to diversify and strengthen the tax base and employment <br />opportunities,. <br />4. Policy .1: Encourage commercial areas, to make efficient use of land, <br />provide for safe vehicular and pedestrian movements,, provide adequate ! <br />parking areas,, provide appropriate site landscaping, and create quality and <br />enduring aesthetic character. <br />Page I of 4 <br />
