City of Roseville,, Minnesota SECTION I DEVELOPMENT PROGRAM FOR DEVELOPMENT DISTRICT NO. 1 AS OF JULY 139 2009 The Ciity of Roseviil�l�e adopted a Development Program and created Development Diistriict No. 1 on October 13, 1982. At that tiime, Tax Increment Fiinanciing Diistriicts No. 1 and No. 2 were also created wiithiin Development Diistriict No. 1 and Tax Increment Fiinanciing Pleas were adopted. Subsequent to the initial tax iincrement fiinanciing actiiviity iin 1982 and contiinu�iing throuigh 2009, Tax Increment Fiinanciing Diistriicts Nos. 3, 45 55 65 75 85 95 105 115 125 135 145 155 165 175 18, Hazardous Su�bstance Su�bdiistriict No. 11A, and Haz,ardou�s Su�bstance Su�bdiistriict No. 17A were created wiithiin Development Diistriict No. 1 and the approprii ate Tax Increment Fiinanciing Pleas were adopted and added to the Development Program. Additional tax iincrement fiinanciing actiiviity wiithiin Development Diistriict No. 1 from 1995 throuigh 2009 iincl�u�ded the decertification of Tax Increment Fiinanciing Diistriicts Nos. 2, 35 45 55 65 75 85 95 14, and 15 and variiou�s modiifiicathons to the Development Program and the Tax Increment Fiinanciing Pleas for the remaiiniing Tax Increment Fiinanciing Diistriicts Nos. 1, 105 115 125 135 165 17 and 181. All previiou�s modiifiicathons and amendments to the Development Program and Tax Increment Fiinanciing Pleas are hereby iincorporated iinto thiis Restated Development Program. Thiis Jame 13, 2011 modiifiicatiion to the Development Program iincl�u�des: (1) the modification of Tax Increment Financing District No. 18 within Development District No. 1 and the adoption and addition of its Modified Tax Increment Financing Plan to the Development Program; Attached to thiis Restated Development Program its Exhiibiit I-B, "Municipal Actiion Taken", whiich su�mmariiz,es the Ciity 11 s tax iincrement actiiviitiies wiithiin Development Diistriict No. 1 and iits variiou�s Tax Increment Fiinanciing Diistriicts. Also iincl�u�ded its the fol�l�owirng definitional sectiion for reference and conveniience. Please note that these terms shal�l�, for puirposes of thiis Restated Development Program, Dave the meaniings hereiin speciifiied, u�nl�ess the context otherwise speciifiical�l�y requ�iires: "cam" means the Ciity of Roseviil�l�e, Minnesota, a municipal corporathon and political su�bdiiviisiion of the State of Minnesota. I "Comprehensive Plan" means the Ciity's comp rehensiive pl n whiich contaiins the objectiives, poll iiciies, standards and programs to guy iide pu� bl�iic and priivate land use, development, redevelop ment and preservatiion for all lands and water wiithiin the Ciity.
