Open space may be created for the pu�rpose of enhanci�ng hou�si�ng devel�opments throu�gh the deve ent of open space and pedestri�an walkways, the i�nstal�l�ati�on of special l�andscapi�ng on residential and pu�bl�i�c properties, and the creati�on of recreational faci�l�i�ti�es, including parks and walkways, to i�mprove the qu�al�i�ty of l�i�fe, transportati�on and physical faci�l�i�ti�es. 4.
