Open space may be created for the pu�rpose of <br />enhanci�ng hou�si�ng devel�opments throu�gh the deve ent of open space and pedestri�an walkways, <br />the i�nstal�l�ati�on of special l�andscapi�ng on residential and pu�bl�i�c properties, and the creati�on of <br />recreational faci�l�i�ti�es, including parks and walkways, to i�mprove the qu�al�i�ty of l�i�fe, transportati�on and <br />physical faci�l�i�ti�es. <br />4. Private Development and Reuse of Property. The Program goal�s and <br />objectives are to be achiieved iin a cost effiiciient and namely manner by assiistiing and encouraging the <br />priivate sector whenever reasonably possiibl�e. Generally, the Ciity will proceed by contractiing witty the <br />priivate sector (developer, bu�iil�der, user, owner and so forth) for the reuse of lend or bu�iil�diing that its part <br />of the Project Area.
