Attachment E <br />Regulating Plan,, all of which is included in the record on this matter and incorporated herein by <br />reference; and <br />WHEREAS,, the City Council upon receiving and considering the Planning <br />Commission's recommendation,, the Request for Council Action, evidence received and <br />considered by the Planning Commission, other evidence received by the City following the <br />Planning Commission Meeting and additional evidence presented at the City Council Meeting, <br />and upon conducting deliberations on this matter, made the following findings of fact.- <br />1. Section 1005.07 of the Roseville Zoning Code authorizes the City of Roseville <br />to adopt the Regulating Plan for Sub-Area I of the Twin Lakes <br />Redevelopment Area. <br />2. The Regulating Plan is necessary to guide and establish parameters pertaining <br />to development within Sub-Area I of the Twin Lakes Redevelopment Area. <br />3. The Regulating Plan complies with and assists in the implementation of the <br />Comprehensive Plan. <br />4. The Regulating Plan protects and promotes the public health, safety, peace, <br />comfort,, convenience, prosperity, and general welfare of the community and <br />its people through the establishment of regulations governing land <br />development and use. <br />5. The Regulating Plan protects and enhances the character, stability, and vitality <br />of residential neighborhoods as well as commercial areas. <br />6. The Regulating Plan promotes orderly development and redevelopment. <br />7. The Regulating Plan fosters a harmonious, workable relationship among land <br />uses. <br />8. The Regulating Plan promotes the stability of existing land uses that conform <br />with the Comprehensive. <br />9. The Regulating Plan insures that public and private lands ultimately are used <br />for the purposes which are most appropriate and most beneficial for the City <br />as a whole. <br />10. The Regulating Plan promotes helpful movement of people, goods and <br />services. <br />11. The Regulating Plan promotes human and physical resources of sufficient <br />quality and quantity to sustain needed public services and facilities. <br />12. The Regulating Plan protects and enhances real property values. <br />13. The Regulating Plan safe guards and enhances the appearance of the City, <br />including natural amenities of open space, hills, woods, lakes and ponds. <br />14. The Regulating Plan enhances that the Regulating Plan provides for attractive,, <br />inviting, high-quality mixed-use and service areas that are conveniently and <br />safely accessible by multiple travel modes including transit, walking, and <br />bicycling. <br />15. The Regulating Plan encourages suitable design practices that apply to <br />buildings, private development sites, and the public realm in order to enhance <br />the natural environment. <br />
