Thanks, for taking the time to review the proposal and ask for further <br />clarification. I'll number the answers, below to corres,pond to the numbering of your <br />questions,. <br />1,) So far., the fenced area only appears, on the site plan as a thin- lined rectangle on the <br />south side of the building It's, certainly not very obvious, and there is,n't any greater <br />description in the present application materials,, but these folks, have been in periodic <br />communication with me for the past few years, and the secure, fenced area has been a staple of <br />their plans,. I wouldn't know about it either if not for past Conversations,. <br />2) Nothing has yet been shown in the present plans, to describe what the plans, are for the <br />area between the proposed parking area and the northern property line. Similar to the <br />previous, answer, though, my past convers,ations, with the applicants, give me some assurance <br />that they intend to use some combination of privacy fence (made of wood or some synthetic <br />material, but not chain link with slats,) and evergreen trees, and s,hrubs,. Although this sort <br />of buffering would be required of any development on that corner., we're recommendin that the <br />applicants, be required submit plans, for review during this proces,s, so that we don't have to <br />rely on my personal impression of what the buffer will consist of Incidentally, such a <br />landscape plan would also identify the plantings, and other elements, that would be installed <br />to buffer the fenced area from the hubbub of Larpenteur Avenue. <br />3) 1 believe that bus,ines,s,es, are not restricted to the sane Thursdays -only schedule for trash <br />pickup, but I'm still trying to confirm that I can ima ine, though, that some land us,es, <br />produce the kind and quantity of waste that nobody wants, sitting, around in a dumps,ter all <br />week. As annoying as a garbage truck can be, that annoyance may be preferable to the odors, <br />coming from (and the potential pests, attracted to a trash container of food and medical <br />waste created by an assisted living facility—or by a restaurant or medical office, for that <br />matter, neither of which would require any special approvals, at that location. <br />4) 1 can't say for sure how new lighting will compare to what exists, today because I don't <br />know much about the current lighting The zoning code es,tablis,hes, very specific requirements,., <br />however, to prevent glare and spill -over lighting on adjacent properties,. Light fixtures, <br />thems,elves, must conceal the lamp bulbs, so that the source of the light cannot be seen from <br />outside the property, and the requested photometric plan will allow us, to confirm that the <br />level of illumination near the property boundary does,n't exceed the 1,/2 foot-candle maximum. <br />5a) My own expectation is that people turning left into the property acros,s, a lane of <br />(potentially) oncoming traffic is that the drivers, would treat this particular left turn the <br />sane as any other and that they would yield to all oncoming traffic. The Public Works, staff <br />members, who have reviewed the plans, expressed an interest in making, sure that the turning <br />radius,es, (radii?) aren't so tight as to caus,e traffic conflicts,, but their silence about the <br />conduct of left-turning drivers, leads, me to believe that it wasn't a source of concern for <br />them. <br />5b) I gather that there are only 3-4 employees, on any given shift, meaning a maximum of 8 <br />during a shift change. The code certainly does, require a development to provide enough off- <br />street parking s,paces, for employees,, but the City can't *compel* employees, to use those off- <br />street s,paces, when parking is allowed on the adjacent public street. I don't imagine that <br />employees, actually might park on the street; I just can't promise that it won't happen. <br />Page of 4 <br />
