Due to the restricted access for trips exiting the site, the <br />majority of motorists with destinations north of the site are expected to use other north-south <br />routes,, since the majority of these trips are anticipated to have destinations north of TH 36. <br />Fifteen of the 20 percent are expected to use other routes, including.- Lexington Avenue and <br />Rice Street which both provide full access to TH 36, and Victoria Avenue which provides an <br />overpass at TH 36. <br />Of the remaining five percent that would travel northbound on Dale Street, the potential <br />exists for it to use Alta Vista Drive north of the site to access northbound Dale Street. An <br />alternative to this movement would be for a portion of this traffic to exit the site southbound <br />on Dale Street and make a U-Turn at the traffic signal, which provides protected left -turn <br />phasing at the Larpenteur Avenue/Dale Street intersection. Therefore, the estimate north of <br />the site on Alta Vista Drive would range from one to five percent of the total outbound traffic <br />from the proposed redevelopment (one to three trips per day). <br />CONCLUSIONS AND RECOMMENDATIONS <br />Based on the review of the proposed senior assisted living redevelopment in the northwest <br />quadrant of Dale Street and Larpenteur Avenue in the City of Roseville, the following <br />conclusions and recommendation are offered for your consideration.- <br />A total of 117 daily trips are expected to be generated by the proposed redevelopment, eight <br />trips during the a.m. peak hour, and 15 trips during the p.m. peak hour. In addition, the peak <br />periods for this type of facility typically occur earlier than the a.m. and p.m. peak periods for <br />the adjacent roadway network. <br />The trip distribution for this site was estimated as follows.- 20 percent north on Dale Street, <br />25 percent south on Dale Street, 25 percent east on Larpenteur Avenue and 30 percent west <br />on Larpenteur Avenue. <br />Due to the restricted access for trips exiting the site to travel northbound on Dale Street,, the <br />majority of motorists (15 of the 20 percent), are expected to use other northbound routes, <br />including.- Lexington Avenue, Rice Street and Victoria Avenue. <br />Of the five percent of motorists that would travel northbound on Dale Street,, the potential <br />exists for it to use Alta Vista Drive north of the site to access northbound Dale Street.
