1 <br />118 <br />119 <br />20 <br />REQUEST FOR COUNCIL ACTION <br />Date: August 22, 2011 <br />Item No.. <br />City Manager Approval <br />Item Description: Contract with Ramsey County to Administer City Elections <br />On July 18, 2011, the Council discussed having Ramsey County administer elections for the City <br />of Roseville. Councilmembers raised questions about the cost benefits for Ramsey County to <br />administer elections. <br />Ramsey County provides administrative support and training for elections for all cities in the <br />county. In addition, they coordinate elections for St. Paul, Falcon Heights, Roseville Area <br />Schools and Mounds View Area Schools. Under the proposed contract, Ramsey County would <br />administer elections; however, Roseville would continue to administer absentee voting at City <br />Hall in the week before each election. <br />In 2000 the City hired Patty Hoag as a temporary worker to coordinate elections, together with <br />Carolyn Curti. She worked with the City through the 2004 elections. <br />Hours worked on elections by Patty Hoag. <br />9 2000 — 349 hours <br />0 2001 — 204 hours <br />0 2002 — 418 hours <br />0 2003 — 350 hours <br />0 2004 — 425 hours <br />Administration staff tried to hire a temporary worker to coordinate election in 2006, but could <br />not find someone with the skills set to handle the job. They also found that it would take more <br />hours to train someone than the hours worth of work that was needed, so Administration staff <br />took on all elections responsibilities. <br />Following the 2008 and 2010 elections and subsequent recounts, legislative changes have made <br />administering elections even more detail oriented and labor intensive. <br />After four election cycles, staff feel they cannot continue coordinating the elections without <br />additional help, so when Ramsey County suggested they coordinate elections for Roseville, it <br />offered a solution to the staffing shortage. <br />Page I of 3 <br />
