Attachment A <br />WHEREAS,, following the Planning Commission Meeting, the City received additional <br />documents,, reports,, correspondence and other evidence from interested parties pertaining to the <br />Regulating Plan and amendments, all of which is included in the record on this matter and <br />incorporated herein by reference; and <br />WHEREAS,, the City Council upon receiving and considering the Planning <br />Commission's recommendation,, the Request for Council Action, evidence received and <br />considered by the Planning Commission, other evidence received by the City following the <br />Planning Commission Meeting and additional evidence presented at the City Council Meeting, <br />and upon conducting deliberations on this matter, makes the following findings of fact.- <br />1. Section 1005.07 of the Roseville Zoning Ordinance authorizes the City of <br />Roseville to adopt the Regulating Plan for Sub-Area I of the Twin Lakes <br />Redevelopment Area. <br />2. The amendments are necessary to incorporate the Regulating flan. into Section <br />1005.07 of the Roseville City Code <br />3. The Regulating Plan and amendments are ne <br />parameters pertaining to development within <br />Redevelopment Area. <br />4. The Regulating Plan and amendments comp] <br />imDlementation of the ComDrehensive Plan. <br />�ssary to guide and establish <br />ub-Area I of the Twin Lakes <br />with and assists in the <br />5. The Regulating Plan and amendments protects and promotes the public health, <br />safety, peace, comfort, convenience, prosperity, and general welfare of the <br />community and its people through the establishment of regulations governing <br />land development and use. <br />6. The Regulating Plan and amendments protects and enhances the character, <br />stability, and vitality of residential neighborhoods as well as commercial <br />areas. <br />7. The Regulating Plan and amendments promotes orderly development and <br />redevelopment. <br />8. The Regulating Plan and amendments fosters a harmonious, workable <br />relationship among land uses. <br />9. The Regulating Plan and amendments promotes the stability of existing land <br />uses that conforms with the Comprehensive Plan. <br />10. The Regulating Plan and amendments insures that public and private lands <br />ultimately are used for the purposes which are most appropriate and most <br />beneficial for the City as a whole. <br />11. The Regulating Plan and amendments promotes helpful movement of people, <br />goods and services. <br />12. The Regulating Plan and amendments promotes human and physical resources <br />of sufficient quality and quantity to sustain needed public services and <br />facilities. <br />13. The Regulating Plan and amendments protects and enhances real property <br />values. <br />
