The Regulating Plan and amendments safe guards and enhances the <br />appearance of the City, including natural amenities of open space, hills, <br />woods,, lakes and ponds. <br />15. The Regulating Plan and amendments enhances that the Regulating Plan <br />provides for attractive, inviting, high-quality mixed-use and service areas that <br />are conveniently and safely accessible by multiple travel modes including <br />transit,, walking, and bicycling. <br />16. The Regulating Plan and amendments encourages suitable design practices <br />that apply to buildings, private development sites, and the public realm in <br />order to enhance the natural environment. <br />17. The Regulating Plan and amendments enhances the compatibility of site <br />planning, internal traffic circulation, landscaping and structures within the <br />Sub-Area I of Twin Lakes. <br />18.
