The City then seeks Requests for Proposals (RFP) before renewing a contract. Consulting
4 firms may be engaged for a not more than two consecutive three year periods. After six years of
5 service,, the firm cannot renew consulting services for three years.
6 Under this policy, the City may reject the best candidate for services.
"7 POLICY OBJECTIVE
Requiring Request for Proposals (RFP) every three years ensures that the City is getting the best
9 quality product and service for a competitive price. It allows the City to make changes to a
1 ('_) contract,, as needed.
11 STAFF RECOMMENDATION
12 Consider whether such a policy is in the City's best interest.
13 Consider eliminating the two three-year contract limitation and instead consider an evaluation
14 process that would go along with the RFP process.
1 Consider a 30 day notice clause, in which the City could discontinue services if firm does not
16 meet expectations.
1 7
18 REQUESTED COUNCIL ACTION
19 Discuss Professional Services Policy
20
Prepared b y: Bill Malinen, City Manager
Attachments: A: Professional Services Policy
B. 7/31/08 Letter Jensen., Bell., Converse & Erickson., PA
Page I of I
