The city manager shall refer such written application together with abstractor's <br />16 7` certified property certificate to the City Council. <br />'168 C. Referral to Planning Commission.- If the application is in the form of a petition and <br />'169 contains the signatures of fifty percent (50%) of the property owners abutting the land <br />17` 0 affected,, the City Council shall refer the application and related information to the <br />17`1 planning commission. Any other application may be referred by the City Council to the <br />17` 2 planning commission or returned to the applicant. The City Council may, of its own <br />17` 13 motion,, initiate the request for rezoning and refer the same to the planning commission. <br />17` 4 (Ord. 727,, 4-29-1974) <br />1711" 5 1016.02: OPEN HOUSE: <br />1711" 6 Prior to submitting an application for approval of an amendment to the official zoning map <br />1711" 711" (i.e,,,, rezoning a property) an applicant shall hold an open house meeting with residents and <br />1711" 8 property owners in the vicinity of the project location. <br />1711" 9 A Purpose: To provide a convenient forum for engaging community members in the <br />'180 development process, to describe the proposal in detail, and to answer questions and <br />'181 solicit feedback. <br />'182 B. Timing: The open house shall be held not more than thirty (30) days prior to the <br />18 1 3 submission of a rezoning application and shall be held on a weekday evening <br />18114 beginning between 6:00 p.m. and 7:00 p.m. and ending by 10:00 p.m. <br />'185 C. Location: The open house shall be held at a location in or near the neighborhood <br />'186 affected by the proposed rezoning, and in the case of a development near <br />18 711" Roseville's boundaries) preferably in Roseville. In the event that such a meeting <br />'188 space is not available the applicant shall arrange for the meeting to be held at the <br />'189 City Hall Campus. <br />'190 D. Invitations: The applicant shall prepare a printed invitation indentifying the date, <br />'191 time, place, and purpose of the open house and shall mail the invitation to the <br />'192 recipients in a list prepared and provided in electronic format by Community <br />'191 3 Development Department staff. The recipients will include property owners within <br />19114 five hundred feet (500') of the project property,, members of the Planning <br />'195 Commission and City Council, and other community members that have registered <br />'196 to receive the invitations. <br />19 711" E. Summary: A written summary of the open house shall be submitted as a necessary <br />'198 component of an application for approval of an amendment to the official zoning <br />'199 map. <br />200 X1016.03: HEARING BEFORE PLANNING COMMISSION: <br />201 A. Public Hearing.- The planning commission shall hold a public hearing as provided for in <br />202 chapter 108 of this code. <br />41 <br />2013 B. Report of The Planning Commission.- Within ten (10), days after the completion of the <br />20114 hearing, the planning commission shall make a report to the City Council stating its <br />205 findings and recommendations, unless the planning commission requests additional time <br />206 as set forth in chapter 108 of this code.
