Or 1176, 11-25-1996) <br />3.0 STAFF COMMENT: <br />50 3.1 Prior to final plat approval it is assumed that a preliminary plat has been reviewed by the <br />5 Ramsey County Surveyor so that changes/corrections can be made to plat documents and <br />52 therefore allow the plat to be signed in a timely manner. However, a number of plats in 2006 <br />5 `31' and 2007 were not completely reviewed and/or signed off by the County Surveyor creating a <br />54 delay after the Council approval. Then in 2007, Ramsey County adopted new rules impacting <br />55 plats, thus requiring changes to documents prior to recording. In one such case the plat had <br />5 Ci, already been signed by the City, but the Code required the plat to be approved again because <br />57 more than 60 days had passed. <br />58 <br />5�,, 3.2 Another situation that is apparent is a conflict between the time necessary to have a plat signed <br />by the City (30 days after approval) and the number of days to submit to Ramsey County for <br />recording (180). It is the Planning Division's opinion that this timeline is unnecessary and <br />2 creates unreasonable pressures on processing what ultimately will be or has been approved. <br />("JJ3 <br />3.3 The Planning Division would also point out that the current Code fails to clearly delineate the <br />Y. 5 process to achieve signatures once a final plat is approved by the City Council. In the past nine <br />years, the Planning Division is unaware of any plat that has been approved through the process <br />7 prescribed by the Code. <br />3.4 The Planning Division supports the elimination of confusing text and the creation of a <br />70 reasonable timeline for obtaining signatures on the final plat.
