7 Ci, <br />77 6.0 PROJECT'SPECIFICS: <br />78 6.1 The AEON proposal is a two phased project. The first phase would include major remodeling <br />7 of the existing units and improved site conditions. The second phase would include a new 4- <br />story 50-unit apartment building. <br />11 <br />82 6.2 One of the main issues with the Har Mar Apartment site is drainage. txisting conditions lead to <br />water seeping into the buildings/units due to poor grading directly adjacent to each building. <br />-grading of the site to eliminate this draina <br />.AEON'S proposal includes re ge issue, creating a <br />positive grade adjacent to each building that allows water to flow away from the building. <br />87 6.3 Another item to be addressed is parking. Currently parking is disbursed in an inefficient <br />parking lot configuration. The proposal would place parking lots and an appropriate number of <br />stalls in a location more consistent with future/anticipated use. <br />6.4 The proposal also indicates a redesigned Service Drive to better address neighborhood concerns <br />2 regarding speed of traffic. Traffic calming measures have been proposed, as well as on street <br />parking as a possible measure. City staff will work with AEON to address these traffic <br />concerns. <br />5 <br />E"'I't, 6.5 A conceptual storm water management design has been submitted that includes detention areas <br />7 throughout the site. Some of the ponds have been designed within parking lot area that may be <br />problematic. The plan also could incorporate other alternative treatment methods such as <br />pervious parking lots and underground storage. City staff will continue to work with AEON on <br />00 resolving concerns regarding storm water management. <br />02 6.6 Extensive landscaping is also proposed throughout the site. Specifically, coniferous trees have <br />0, <br />been proposed as a buffer for the new parking area and new apartment building along a portion <br />of the west property line. Further, coniferous trees and shrubs have been incorporated into the <br />05 proposed landscape along the south property line. Landscape is also provided to screen the <br />trash enclosures and to enhance storm water management areas. Boulevard trees are proposed <br />oc 7 along the Service Drive to add to the existing tree canopy. <br />6.7 Existing sidewalk connections are redesigned in certain locations to better facilitate pedestrian <br />connections between residential units and parking areas. The City will continue to work with <br />AEON on a possible sidewalk along the Service Drive to facilitate a safer pedestrian connection <br />2 between residential and adjacent commercial uses. <br />7.0 DEVELOPMENT, REVIEW COMMITTEE COMMENT,S/CONDIT'IONS: <br />5 7.1 On February 26, 2008 the DRC met to review and provide comments regarding the General <br />Concept proposal. The DRC supports the ambitious proposal by AEON for the Har Mar <br />7 Apartments, however there are a few items that will require further cons ideration/resolution, <br />prior to FINAL DEVELOPMENT PLAN approval.
