Final Memorandum of Agreement (MOA) SRFC Safe Schools/Healthy Students Initiative (SS/HS) Connections Grant Partners of Suburban Ramsey County I Background: 2 The Safe Schools Healthy Students Initiative (SS/HS) Connections grant is designed to 3 support the implementation and enhancement of integrated, comprehensive community 4 wide plans that create safe and drug-free schools and promote healthy childhood 5 development. 6 7 The Suburban Ramsey Family Collaborative (SRFQ: The Suburban Ramsey Family Collaborative has ten years experience in creating a comprehensive community wide plan to support the health, learning, safety and security of children, youth and their families in Suburban Ramsey County. They have developed a very successful Outcome Team Model including the Language and Cultural Resource Team; School-Linked Mental Health Team; The CD Us /Abuse Team; The Parenting Support Team; The School-Linked Community Social Worker Team and the Child/ Youth Development Team. These teams and partners have been successful in mobilizing the community to work together in a genuinely collaborative manner to address the problems, needs and challenges of students, schools, families and the community. families ,VRFC's mission statement is: "Connecting individuals, and community resources to create relationships which enhance the well-being of our kids. " In 1998, Independent School District 621 (Mounds View Area Schools) ; Independent School District 622, (North St. Paul, Maplewood, Oakdale Schools) ; Independent School District 623, (Roseville Area Schools) and Independent School District 624, (White Bear Area Schools) joined with the Ramsey County Human Services Department, Public Health and Corrections Unit; Ramsey County Board of Commissioners representative, Head Start; local social service and mental health agencies, local law enforcement, parents and youth, faith-based and cultural leaders and local business partners to create the Suburban Ramsey Family Collaborative (SRFQ and Joint Powers. The main motivation for forming a collaborative governance structure through the SRFC Joint Powers Board was to address the ever growing needs of children, youth and families experiencing at risk circumstances related to their health, learning, safety and security in the Suburban Ramsey communities and the lack of access to services and support systems in the suburbs to meet those needs. The Joint Powers Board created a unified voice and the collaborative mission statement above to support a locally-driven human service delivery partnership designed to create a comprehensive and integrated system of care for families and their children and youth, ages pre-birth - 2 1. One of the first actions made by the SF; Joint Powers Board was to hire a consultant to gain direction and input from parents and youth (n=59), practitioners and other community members (n= 150) in Suburban Ramsey County to find out what the strengths, needs and priorities were for families and services providers. These "Ear to the Ground" Focus Groups reports helped guide the community outcomes that SRFC still holds themselves accountable to today. Since 1998, SRFC has continued to keep their ear to 930a�
