Final Memorandum of Agreement (MOA) <br />SRFC Safe Schools/Healthy Students Initiative (SS/HS) <br />Connections Grant Partners of Suburban Ramsey County <br />I Background: <br />2 The Safe Schools Healthy Students Initiative (SS/HS) Connections grant is designed to <br />3 support the implementation and enhancement of integrated, comprehensive community <br />4 wide plans that create safe and drug-free schools and promote healthy childhood <br />5 development. <br />6 <br />7 The Suburban Ramsey Family Collaborative (SRFQ: <br />The Suburban Ramsey Family Collaborative has ten years experience in creating a <br />comprehensive community wide plan to support the health, learning, safety and security <br />of children, youth and their families in Suburban Ramsey County. They have developed <br />a very successful Outcome Team Model including the Language and Cultural Resource <br />Team; School-Linked Mental Health Team; The CD Us /Abuse Team; The Parenting <br />Support Team; The School-Linked Community Social Worker Team and the Child/ Youth <br />Development Team. These teams and partners have been successful in mobilizing the <br />community to work together in a genuinely collaborative manner to address the <br />problems, needs and challenges of students, schools, families and the community. <br />families ,VRFC's mission statement is: "Connecting individuals, and community <br />resources to create relationships which enhance the well-being of our kids. " <br />In 1998, Independent School District 621 (Mounds View Area Schools) ; Independent <br />School District 622, (North St. Paul, Maplewood, Oakdale Schools) ; Independent School <br />District 623, (Roseville Area Schools) and Independent School District 624, (White Bear <br />Area Schools) joined with the Ramsey County Human Services Department, Public <br />Health and Corrections Unit; Ramsey County Board of Commissioners representative, <br />Head Start; local social service and mental health agencies, local law enforcement, <br />parents and youth, faith-based and cultural leaders and local business partners to create <br />the Suburban Ramsey Family Collaborative (SRFQ and Joint Powers. <br />The main motivation for forming a collaborative governance structure through the SRFC <br />Joint Powers Board was to address the ever growing needs of children, youth and <br />families experiencing at risk circumstances related to their health, learning, safety and <br />security in the Suburban Ramsey communities and the lack of access to services and <br />support systems in the suburbs to meet those needs. The Joint Powers Board created a <br />unified voice and the collaborative mission statement above to support a locally-driven <br />human service delivery partnership designed to create a comprehensive and integrated <br />system of care for families and their children and youth, ages pre-birth - 2 1. <br />One of the first actions made by the SF; Joint Powers Board was to hire a consultant to <br />gain direction and input from parents and youth (n=59), practitioners and other <br />community members (n= 150) in Suburban Ramsey County to find out what the strengths, <br />needs and priorities were for families and services providers. These "Ear to the Ground" <br />Focus Groups reports helped guide the community outcomes that SRFC still holds <br />themselves accountable to today. Since 1998, SRFC has continued to keep their ear to <br />930a� <br />
