IJS�kSPaC+E <br />NEQUEST FOR, COUNCIL ACTION <br />Department Approval <br />Item Description: 2007 Storm Water Report <br />Date: 3/17/OV, <br />Item No.: 12.b <br />City Manager Approval <br />BACKGROUND <br />2 The City's Comprehensive Surface Water Management Plan, requires staff to provide a brief <br />1) <br />15 annual report to summarize development changes, capital improvements, and other surface water <br />44 management related issues that have occurred over the past year. The report contains an in- <br />5 depth discussion of the storm water issues that staff has worked through during the course of the <br />ei, year. This allows the City to better plan for future storm water needs. <br />d-A <br />The City's USWMP recommends that we review the plan every 5 years to determine if updates <br />are needed. The plan was completed in 2003, as a part of the 2008 Comprehensive plan update, <br />0 the City's CSWMP will need to be amended to ensure that it meets all of the new requirements <br />of the Metropolitan Council. The recommendations from the annual reports will be incorporated <br />2 into that update. <br />Attached is the 2007 Storm Water Report describing the storm water related changes that <br />5 occurred throughout the City in 2007. These changes include problem areas updates, City <br />projects in addition to redevelopment and development projects. <br />7 <br />8 There are a number of items discussed in the report that staff is recommending to add to our <br />2008 project workplan. These are; Gottfried Pit (Rainbow), Walsh Lake Subwatershed, Bennett <br />20 Lake Shoreline Improvement Project, the American Legion Ballfield Improvement Project, and <br />2 Rain Garden Workshop. What follows is a summary of each of these items. For a more detailed <br />22 discussion, please refer to the attached report. <br />2 `31' <br />2,4 Gottfiried Pit (page 7 of the report) <br />25 With the proposed redevelopment of Rainbow Foods at Larpenteur and Fernwood, City Staff <br />26 "1,, would like to work with the property owner on constructing additional storm water storage for <br />27 this watershed underneath the Rainbow Foods Parking lot. This would be accomplished through <br />28 the installation of an underground chamber system owned and maintained by the City. We have <br />2 met with the property owner and are working with Capitol Region Watershed District on <br />preliminary engineering estimates for this system. Timing for this project is critical if the City <br />u. wishes to partner in construction with the Rainbow redevelopment project. As we work through <br />3, 2 the details for this project, we will bring individual items to the City Council for review and <br />approval. <br />34 <br />Page I of 3 <br />
