Walsh Lake Subwater h (Page 9 Of The Report) <br />In response to property owner concern, staff has determined that there is storm water capacity and <br />J 7 quality issues within this sub- watershed. Staff has identified a number of potential ways to mitigate <br />these issues through storm water Best Management Practices (MPs) including; rain gardens, <br />biofiltration basins, and infiltration trenches. <br />44 () <br />44 In order to better understand the number and size of BMPs needed to address the problem, staff <br />44 2 recommends that the City hire a consultant to assist with the development of storm water modeling <br />41) to identify locations for these BMPs. These facilities will be designed to capture street runoff <br />44 Z through the installation of curb cuts at each location or be located in backyards where they can be <br />44 5 the most effective. <br />4 .7 Staff will bring estimated costs and consultant and construction contracts to the City Council for <br />448 review and approval. <br />44 ' <br />50 Bennett Lake Shoreline Improvement Project (page 1.1. of the report) <br />5 This is a joint project with Prince of Peace Church, Ramsey Conservation District (RCD) and the <br />52 City of Roseville. This improvement will address a shoreline issue that has developed in the <br />5 northeast corner of Bennett Lake. There are two components to this project. The first is the <br />544 runoff from the Church parking lot. The second is Bennett Lake shoreline restoration. The first <br />55 project is located on property owned by Prince of Peace Church; improvements to this property <br />5 6,, would be owned and maintained by the Church. The RCD has prepared preliminary plans. The <br />57 improvements, as proposed, would include the construction of two rain gardens and the <br />58 restoration of the erosion gully that has formed between the upper pathway and the lower <br />59 pathway. The Prince of Peace Church Council and Maintenance committee are very interested <br />in moving forward with these improvements this spring. <br />6,, 2 The second project is a shoreline restoration project for the portion of Bennett Lake located <br />entirely on City of Roseville property adjacent to the first project. Staff is working with RCD on <br />plans for this portion of the improvement. <br />5 <br />E"'I'ti RCD has some grant money available for these projects. We recommend that we continue to <br />Eij 7 work with Prince of Peace, Parks, and RCD on developing final plans for construction of this <br />E,,a improvement in spring 2008. As we work through the details for this project, we will update the <br />City Council on progress bringing appropriate items for review and approval. <br />70 <br />7 American Legion B,allrield Improvement Project (page 12 of the report) <br />72 This is a joint project between Ramsey Conservation District (RCD) and the City of Roseville. <br />7 Staff would like to work with the American Legion, Parks, and RCD on developing final plans <br />7,4 for construction of this improvement. We envision meetings with adjacent homeowners to <br />75 receive feedback regarding the proposed improvement. As we work through the details for this <br />7 Ci, project, we will update the City Council on progress bringing appropriate items for review and <br />77 approval. <br />78 POLICY OBJECTIVE <br />7 These improvements recommended for inclusion in the 2008 work plan are in keeping with the City <br />of Roseville's commitment to help the environment.
