The pedestrian and bicycle <br />3 access plan should be reviewed and approveld by the City Engineer prior to permits being <br />4 issued. <br />5 <br />6 6.7 Condition 6.1 e. is in regards to traffic flow towards the County Road B and Snelling <br />7 intersection and is better understood through the discussion of the Snelling Avenue/ <br />8 County Road BI tersectio and subsequent 21008 Mn/DOT Improvements. <br />9 <br />10 6.8 in 11999, State Farm Insurance listed i <br />the Snelling Ave/ County Road B ntersection as one <br />I I of the, 1 10 most dangerous intersections 'in Minnesota,. In 2000,, the City of Roseville, <br />12 Minnesota Department of Transportation (Mrs /DOT), and Ramsey County conducted a <br />13 traffic conflict study to determine ways to improve the safety of this 'Intersection. In late <br />14 2001. staff met With all of the business owners impacted by this intersection in an effort <br />15 to prioritize the countermeasures 'Identified in the study. This study and the property <br />16 owner meetings generated, a list of improvements that the different agencies have been <br />17 working on accomplishing over the last 6 years. Some of these items can only be <br />18 accomplished concurrent with redevelopment. <br />19 <br />20 16.9 the most comprehensive project identiffied "is being proposed by Mn/DOT for <br />21 construction in 20 08,. Mn/DOT will be going out to bid for this project in January 2008, <br />22 with construction to begin as soon as feasible 'in the spring. This safety project for the <br />23 Snelling and County Road B intersection *includes the following improvements: <br />24 <br />25 Addition of a, northbound through lane, on S nelling Avenue from a po, int Just north of <br />26 Rioselawn Avenue'to TH 36 eastbound ramps. <br />27 <br />28 New signal, at County Road, B. The east and west legs of this signal are under <br />29 Ramsey County jurisdiction. Half of the cost of this signal is the responsibility of <br />30 Ramsey County. <br />31 <br />32 Right turn lanes at County Road B and Snelling, on both east and west legs of the <br />3.3 intersection. <br />35 New signal at the Sk'llmanJ Har Mar/ Snelling Avenue intersection: The east and <br />36 west legs of the signal at Har Mar and Snelling are under City of Roseville <br />j 37 urisdiction. Half of the cost of this new signal will be the responsibility of the City <br />38 of Roseville. <br />39 <br />40 6.10 Upon receipt of the Har Mar :BUD applications, staff discussed with Mfi/Dot the potential <br />41 to shift the Skillman/ Har Mar/ Snelling Avenue 100 feet south on the east side of <br />42 Snelling, This would line up the Har Mar entrance with Skillman Avenue on the west <br />43 side of Snelling, eliminating some vehicle conflicts as, well as providing more contiguous <br />44 parking for the HarMar center.
