T-%
"ebra Bloom, P.E.
City of Roseville
Pw 1-il M-121 -1 Me
October 29, 2007
Page 4
The traffic study makes note of the internal site circulation and access control issues on the
east side of the development (near the existing Firestone auto service center). However, it
0
does not give consideration to other extenuating c , ircumstances, that exist on site. The access
plan proposed on the east side of the mall near the Firestone redevelopment area appears
sufficient based on the analysis results, which state that the queues extend back from the
signanzed intersection and are within the storage distance allotted. However, this area could
become conglestied. internal to the mall, causing motortsts to use the right-Wright-out access
onto CR B (in, the northeast corner of the site) and make U-turns along CR B to head west.
This U-turn maneuver will create an unsafe condition along CR B. Therefore, additional
consideration should be given to relocating the, east leg further south of the internal
intersection immediately adjacent to the CR B/Har Mar Mall Access (signalized)
intersection.
* The U-turn scenario discussed in the previous bullet highlights the importance of closing the
right-inlright-out access located along CR B, approximately 300 feet east of Snelling
Avenue. Although the potential exists for the south leg of the CR B/Har Mar Mall access
(S4
ignalized) intersection to become congested, the unsafe condition of the potential U-turns
0 11 It
along CR B necessitates Chi's access closure. Typical County access spacing guicennes
0 41
throughout the Twin Cities preclude these types of access, points along m - inor arterial/major
collector county roads with average daily traffic (ADT) volumes greater than 7,500 trips per
day (typical location is 1/8 mile — 660 feet), All documentation should clearly state that this
access will be closeld under future redevelopment alternatives.
* On the west side of the mall, there is' tight circulation adjacent to the previous walk-in bank
location (proposed for redevelopment as a sit-down restaurant) and conflicting parking
orientation (Lie. 190-degree parking on the east and angled parking on the west side of the
drivie aisle). This 'I's confusing to drivers, and may result 'in an unsafe condition. This
inconsistent Parking configuration should be modified as part of the site redevelopment.
Conclusions and Recommendations
Based on our review of the proposed Har Mar Shopping Center traffic study submitted by
Wenck Engineering on September 12, 2007, the following comments and recommendations are
offered for your cons ideratioll:
0
Although daily traffic volumes have remained steady over the past five years in the area it is
not reasonable to assume zero background growth for future traffic analysis during peak hour
conditions. It is recommended that at least a one-half percent growth rate be applied to the
adjacent background street traffic..
The trip generation estimates used for future analysis should be modified to develop a better
balance between the underutilized existing mall trip generation and the potential revitalized
mall trip generation. All assumptions shall be confirmed by City staff or as directed by City
''s
staff consultants. This overall trip generation consultation will clarify the other issues
discussed above as part of the trip generation estimates.
