Supplemental Traffic Review for Outlot 81 Concept PUD for Hai Mar Shopping Center <br />Page 3 of 9 <br />November 15, 2007 <br />In addition to traffic lcounts, we completed observations at the site to identify any problems <br />regarding the following. <br />Weaving on County Road B involving motorists who make dght turns out at the westerly <br />right turn access and then either turn left or make a u-turn at the, mat'n acce.$),9. <br />Ability of eastbound u-ter n inotorists at the County Road B/mahiaccess intersection to <br />complete the turn in one mane ver (w ithout h av *1 ag to stop and back up to complete the <br />U-turn). <br />Conflicts between eastbound u-turnsand westbound through movements. <br />Based on our observations at the site, we did not find any issues, associated with the above three <br />elements. No weaving pattems were observed on County Road B because right turns OUt at the <br />westerl ,y ri 'ght turn access that were destined to make a left turn or a u-turn at the main access <br />turned only when tbere were naps in both eastbound tl-a-ough lanes. When all those motorists <br />exited from the site, they did not weave with eastbound traffic, but rather turned proinptry rat <br />the inside tlu-ough lane and then maneuvered 'Into the eastbound left win lane. During the eight <br />hours for whic h we collected data, every u-turn that was made was completed in one maneuver, <br />without the need to stop and back up In the middle of the intersection., We did not observe any <br />abrupt stopping or slowing of westbound through motorists due to the easabound u-turn <br />maneuvers,,. <br />Crash Data for Count !ad B' between Weste UI.Ricr t Tum Access and Main Access <br />To determ=whether there are any existings-afety concerns at the County Road B intersectiolis <br />w <br />its the westerly right turn access and the main acciess, and �on the segment in between these two <br />intersect ions, we obtained crasb data for the last five, you s' from the Minnesota Department of <br />Transportation. The following are the principal summary points from the crash data that pertain <br />to cornments, ralsedby City staff regarding safety issues associated with figr t. turns out at the <br />westerly right turn acciess, and � astbound u-turns at the main access.: <br />There was only one reported crash that involved an eastbound u-turn at the County Road <br />B/main access intersection in the last five years. In that c�rash, a westbound tbrougf, <br />motorist collided with a jinotorist making an eastbound u-turn, The factors reported for <br />that crash were driver fine xperre' nce (the u-turn motorist wass 17 yeang old) and failure to <br />yield rilght-of-way. <br />The data no, reported crashes 'in the last five years at the County Road B/westerly <br />right turn -access intersection that involved a dg tum movemem exiting the Hai- Mar <br />shopping center. <br />There were no segment-related crashes that occurred ih the last five years on County <br />Road B N.%tween the westerly right turn access and the main access.
