Memorandum to Jeff Agnes and Jamie Swanson <br />Subject: SupplwiientalTraffic Review for Outlot 81 Concept PUD for Har Mar Shopping Center <br />Page 6 of 9 <br />Novembler 15, 2007 <br />EVALUATION AND CONCLUSIONS <br />As Presented earlier, the following are the two points ralkeld by Qity staff as reasons to suggest <br />removal of the right-outeat the exist cy westerly right tug access on County Road B as a <br />condition for approval of the PUD for outlot 8 1 <br />c) Safety problems presently occur due to motorists who make a right turn onto County <br />Road B at the westerly right turn access and then make a U-tun) at the main access for the <br />Har Mar shopping center. <br />d) The existing safety problems would worsen with the proposed PUD for ou ot 91. <br />The data ad volume forecasts previously presented have been analyzed re-lative to the precedinar <br />concerns raised b 111'a's are presented next. <br />y,staff. I Lig�qfet Condi ions <br />Based on our review, the existing dg ht turns out at the westerly right tum access and eastbound <br />u-turns at the main access are operating at a high level of safety for the following reasons: <br />In the last five year -, only one crash at the County Roaid'B/maiin access intersection <br />involved a u-turn. <br />0 No seament-related crashes were reported on County Road B between the westerly right, <br />Z> <br />turn access and the main access. <br />a No crashes wiere reported at the westerly right turn access in the'last five years that <br />involved an exiting righf turn moveinent (northbound right turn). <br /># From actual field observations for a period of eight typical busy houtls, all eastbound u- <br />turns at the County Road 13 /main access intersection were completed in one maneuver. <br />e No weaving was observed between right turns exiting at the westerly right tu'rn access <br />that are destined to make a left turn or a u-turn at the main access and eastbound through <br />movements on County Roa&B. <br />Oiie of the concerns raised by City staff was violation ' the u-turn Prohibit ion between 11:00 <br />a.m. and 1:00 p.m. and between 4:00 p.m. and 6:00 p.ln. on weekdays. Our field data <br />sunimarized 'in Table I confirms that significant violati(M.5 Occlur. The City may consider one of <br />two possible ineasures to resolve these u-turn violations: <br />I <br />is Increase enforcement during time periods when u-turns are probibl'ted. <br />OR <br />o Remove the u-turn restriction and allow u- tarns at all thiies. <br />
